Hartford City Council Meeting

There were 40 items on the agenda: two additional items were walked in during the meeting. The Council recessed at the end of the meeting and will reconvene on Tuesday, May 18 at 5:30 in Council Chambers to vote on resolutions amending the Mayor’s recommended budget. The next Council meeting will be May 24 at 7 PM.

Appointment of Director of Development Services: The Council passed a resolution confirming the appointment of John F. Palmieri as Director of Development Services. The Department of Development Services includes the functions of Licenses and Inspections, Planning and Zoning, Housing and Community Development, and Federal Grants Administration. Until recently, these functions were managed by several different departments. Mr. Palmieri comes to Hartford from Charlotte, North Carolina where he was the Director of Economic Development. The Planning and Economic Development Committee discussed the appointment and is recommending passage of the resolution.

Marcus Garvey: The Council passed a resolution expressing its support of efforts to clear the name of Marcus Mosiah Garvey. According to the resolution, Garvey was the founder of the “largest African American movement for human rights of all time.” Garvey was convicted of mail fraud by the United States government. Many people believe that the charges against him were politically motivated and that Garvey’s conviction was unjust.

Opposition to Increase in Bus Fares: The Council passed on consent a resolution expressing its opposition to a bus fare increase proposed by the Connecticut Department of Transportation. The Department of Transportation raised bus fares by 10 percent on January 4, 2004 and was proposing to raise them again on January 1, 2005. However, the Department is now planning to make the increases effective July 2004. The resolution calls upon the Department of Transportation and the State General Assembly to rescind the rate increase.

Grant for Smoke Detectors and Carbon Monoxide Alarms: The Council passed a resolution authorizing the Mayor and Fire Chief to solicit and accept funds from the Keep Kids Safe License Plate Grant Fund in the amount of $3,990 for the purpose of purchasing and distributing smoke detectors and carbon monoxide alarms. The Fire Department and members of the Fire Explorer Post will install the units.

Lead Hazard Control: The Council will referred to the health and Human Services Committee a resolution authorizing the Department of Health and Human Services (HHS) to contract with South Arsenal Neighborhood Development Corporation and Hartford Areas Rally Together to recruit and train 25 city residents as Lead Safe Workers. This would enhance recruits’ employability and enable them to reduce lead hazards in their communities. The resolution would also authorize HHS to complete lead abatement in six additional units.

Hartford Multicultural Ramps Initiation Project: The Council passed a resolution authorizing the Department of Health and Human Services to accept $25,000 from the Aetna Foundation to implement the Hartford Multicultural Ramps Project. The Project will encourage Hartford high school students to pursue careers in health, thereby addressing racial and ethnic disparities through capacity building in the healthcare field. The funds will also be used to pay stipends to four college graduate students of color who will provide outreach in the form of health fairs and a student survey.
