There were 26 items on the agenda. The Council recessed until Monday,
May 16th when it will reconvene at 5 P.M. to discuss and vote on city budget matters. There will also be a public hearing May
16th at 7 P.M. The next regularly scheduled Council
meeting will be Monday, May 23rd.
CDBG Allocations for FY 2005 – 2006: The Council passed the One Year Annual Action
Plan for FY 2005 – 2006. The plan includes allocations from several
federal programs totaling $8,363,948. The
programs include Community Development Block Grant (CDBG), $4,809,509; Home
Investment Partnership (HOME), $2,035,678; American Dream Downpayment Initiative
(ADDI), $62,876; Housing Opportunities for People with AIDS (HOPWA), $1,285,000;
and Emergency Shelter Grant (ESG) Program $170,885. (Item

Funds for Hartford Parks: The Council passed two ordinances allocating
funds for Hartford Parks. The
first appropriates $170,000 from the Capital Improvement Fund to create a “Boundless
Playground” at Goodwin Park. A boundless playground is barrier free
and developmentally advantageous for all children. All
of the funds from this appropriation will be reimbursed by the state Department
of Environmental Protection.
The second ordinance appropriates $400,000 from the Capital Improvement
Fund for improvements to Pope Park. The improvements include surveying and
construction of pedestrian paths and an entry gate.
410 Asylum Historical Designation: The
Council postponed action on an ordinance that would designate 410
Asylum St. as a Local Historic Property. The Historic Commission and the Planning
and Zoning Commission have endorsed the designation and it is on the agenda
for action.
Board of Education Appointment: The
Council voted to appoint Israel Flores to the Hartford Board of Education. Mr. Flores would be filling the position
left vacant by the resignation of Dr. Michael Borrero. Mr. Flores is a resident of Hartford and
is employed by UnitedHealth Group.
Summer Lunch Program: The
Council passed a resolution authorizing Mayor Eddie Perez to apply for funds
from the state Department of Health and Human Services and the Department of
Education for the 2005 Summer Lunch Program. Last
summer the program provided 65,731 lunches and 20,091 breakfasts to students.
Law Enforcement Funds: The Council passed a resolution authorizing
the mayor to apply for an Edward Byrne Memorial Justice Assistance Grant from
the United States Department of Justice. The
