There are 26 items on the agenda. The Council meeting will begin at

P.M. at Hartford City
Hall in Council Chambers. It will be preceded by an open agenda
public hearing that will begin at 6:30
P.M. The next public
hearing will be Monday, May 16th in Council Chambers. The next Council meeting will be Monday, April 25, 2005 at 7 P.M.
CDBG Allocations for FY 2005 – 2006: The Council will vote on the One Year Annual
Action Plan for FY 2005 – 2006. The
plan includes allocations from several federal programs totaling $8,363,948. The
programs include Community Development Block Grant (CDBG), $4,809,509; Home
Investment Partnership (HOME), $2,035,678; American Dream Downpayment Initiative
(ADDI), $62,876; Housing Opportunities for People with AIDS (HOPWA), $1,285,000;
and Emergency Shelter Grant (ESG) Program $170,885. (Item

Funds for Hartford Parks: The Council will vote on two ordinances
that would allocate funds for Hartford Parks. The
first would appropriate $170,000 from the Capital Improvement Fund to create
a “Boundless Playground” at Goodwin Park. A boundless playground is barrier free
and developmentally advantageous for all children. All
of the funds from this appropriation will be reimbursed by the state Department
of Environmental Protection. (Item

The second ordinance would appropriate $400,000 from the Capital Improvement
Fund for improvements to Pope Park. The improvements include surveying and
construction of pedestrian paths and an entry gate. (Item #20)
Both ordinances have been recommended for passage by the Public Works, Parks
and Environment Committee. These
ordinances have been to public hearing and are on the agenda for action.
410 Asylum Historical Designation: The
Council will vote on an ordinance that would designate 410
Asylum St. as a Local Historic Property. The Historic Commission and the Planning
and Zoning Commission have endorsed the designation and it is on the agenda
for action. (Item #18)
Board of Education Appointment: The
Council will vote on the appointment of Israel Flores to the Hartford Board
of Education. If confirmed, Mr.
Flores would be filling the position left vacant by the resignation of Dr.
Michael Borrero. Mr. Flores is
a resident of Hartford and is employed
by UnitedHealth Group. (Item #1)
Summer Lunch Program: The
Council will vote on a resolution which would authorize Mayor Eddie Perez to
apply for funds from the state Department of Health and Human Services and
the Department of Education for the 2005 Summer Lunch Program. Last summer the program provided 65,731
lunches and 20,091 breakfasts to students. (Item
#2)
Law Enforcement Funds: The Council will vote on a resolution
which would authorize the mayor to apply for an Edward Byrne Memorial Justice
Assistance Grant from the United States Department of Justice. The funds, $302,943, will be used for
- Hotspot enforcement Program >North and South Safe Haven Program >Police Explorer Program >DARE Program >Police Athletic League Summer Soccer Camp
- Equipment for law enforcement
