Hartford City Council Meeting

Monday, May 8, 2006

The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. The meeting will be preceded, at 6:30 PM, by an open agenda public hearing. The next Council meeting will be Monday, May 22, 2006 at 7 P.M. The next public hearing will be Monday, May 15, 2006.

Albany/Woodland Redevelopment – The Council will consider a resolution allocating $400,000 in Community Development Block Grant (CDBG) funds to be used for the acquisition of several properties in the Albany/Woodland Redevelopment Plan area and for predevelopment costs that are part of the project, such as environmental assessment, relocation costs, project management, and demolition. The Plan is designed to improve the area and create neighborhood business opportunities. The CDBG funds were generated through the sale of Upper Albany Plaza in June of 2005. (Item #2)

Creation of Youth Services Director – The Council will act upon an ordinance creating the position of Youth Services Director. The position will be in the unclassified service (non-union), will have a pay range of $81,000 to $122,000 and will serve at the pleasure of the Mayor. The position will be the director of a new City Department of Youth Services responsible for planning, coordinating, and evaluating all youth services, including positive youth development and recreation programs. A bachelor’s degree and five years’ experience is required; a master’s degree is preferred. The Council’s Labor and Workforce Development Committee voted to move this item to the full Council. Events – The Council will vote on resolutions authorizing the use of City parks, equipment, and/or facilities and/or the waivers of no more than 50% of City costs for the following events. The Public Works, Parks and Environment Committee has forwarded the resolutions with positive recommendations. (Items #4 through #11)
May 6 – November 4: Series of tours, concerts, volunteer gardening, workshops, lectures, plant sales and events in Elizabeth Park presented by the Friends of Elizabeth Park.
June 11: National Alliance for Autism Research Walk-a-Thon in Elizabeth Park
June 25 or 26: Stepping Out to Cure Scleroderma Walk in Bushnell Park
July 8: Trinidad & Tobago Parade and Festival in Bushnell Park
July 8: Hartford Marathon Foundation’s 10th Annual Women’s Mile Run (Red Dress 5-Miler) in Elizabeth Park and surrounding streets
July 8, July 22, and August 26: HartBeat Ensemble’s “Plays in the Parks” in Pope, Keney, and Elizabeth Parks respectively.
July 14-16: 15th Annual Greater Hartford Festival of Jazz in Bushnell Park
Sept. 16: Sphinx Shrine Center Walk in the downtown area

Bond Sales for Public Improvements – The Council will consider two ordinances authorizing the sale of General Revenue Bonds in the amounts of $7,415,000 and $4,750,000 for a variety of public improvement projects contained in the Capital Improvement Program of the Mayor’s Recommended 2006-2007 Budget. A public hearing on this matter is expected to be scheduled for Monday, May 15, 2006. (Items #13 & 14)

Amendment to Fire Code – The Council will consider an ordinance which provides an exception to the existing prohibitions/restrictions with regard to assembly halls above the second floor. The exception will apply to buildings protected by an Approved Automatic Sprinkler System. A public hearing on this matter is expected to be scheduled for Monday, May 15, 2006. (Item #15)

Civilian Police Review Board – The Council will consider an ordinance which changes several aspects of the operation of the Civilian Police Review Board. One proposed change would allow the Board to hire independent investigators to investigate allegations of police misconduct and make recommendations. Such investigators shall have the same access to files and reports as the Internal Affairs unit of the Police Department. Another change would authorize the Mayor to designate one of the members of the Board as the Chairperson. Currently, the chair is elected by the Board. A public hearing on this matter is expected to be scheduled for Monday, May 15, 2006. (Item #20)

Elephants Walking – The Council will vote on two resolutions which will allow circus elephants to walk to and from the Civic Center and the railroad stockyards on Windsor Street on May 8th and May 14th and to and from the Civic Center to Dishes Diner on May 10th for the “Elephant Lunch”. (Items #28 & 29)
