Hartford City Council Meeting

There were 42 items on the regular agenda; 3 were added on the supplemental agenda. All of the Council members were present. The Council was preceded by a Public Hearing on the proposed site plan for the construction of a garage south of Morgan Street between Columbus Boulevard and Market Street. No one spoke against or for the plan.

Community Development Block Grant Funds -- After some discussion, the Council approved City Manager Kee Borges’ spending recommendations for $8.8 million in funds from HUD. The programs include Community Development Block Grants (CDBG), Emergency Shelter Grants (ESG), Housing Opportunities for Persons with Aids (HOPWA), and HOME Investment Partnership (HOME). Before the vote, Councilman McGarry protested that the CDBG allocations sent the wrong message to non-profits. He argued that the Council should not support the expansion of non-profits. McGarry cast the only vote against the package.

Recommended Budget for the City of Hartford, fiscal year 99/00 - The Council referred to Public Hearing Wednesday, April 28 at 6:00 PM at Bulkeley High School and to the Operations, Management, Budget, Education, and Labor Committee, the City Manager's recommended budget for 1999-2000. The recommended budget is $420,357,780 ($2 million less than the adopted 1998-1999 fiscal year). The decrease in the budget is due largely to the elimination of all general funds contributions to the Capital Improvements Program. The recommended budget maintains the current 29.88 mill rate.

Each city department will have an open discussion of its budget beginning Monday, May 3. For specific times call the city Action Line: 522-8466.

Living Wage Ordinance -- On the recommendation of Deputy Mayor Sanchez, the Council voted to send to Public Hearing May 17 an ordinance establishing a living wage for all service workers "employed for work performed in execution of service contracts with the City of Hartford."

Deconstruction Training -- On the recommendation of the City Manager, the Council passed a resolution authorizing a program to provide training and work experience for Hartford Housing Authority residents for deconstruction of vacant buildings. The program will include recycling and resale of building materials along with the demolition of buildings.

Licenses and Inspection Reform -- The Council passed an ordinance which will allow the Department of Licenses and Inspection to collect fee revenues at the time of permit application. Prior to passage, fee payment was delayed until after the construction project was completed and a post-construction review of costs could be made.

Keney Park Equestrian Center -- On the recommendation of Majority Leader Stewart, the Council passed a resolution authorizing negotiations with the Connecticut Equestrian Center Corporation to lease a portion of Keney Park for the creation of an equestrian center in the park.

Pavement Reconstruction -- On the recommendation of the City Manager, the Council approved a resolution outlining allocations for the $10 million bond passed last November for pavement reconstruction. The resolution lists all of the projects slated using the bond money and projects which will be completed using other funds. Projects include, among others: Granby Street ($1,792811); three sections of Main Street ($ 1,694,723); and Sigourney Avenue ($541,560).
