There are 42 items on the regular agenda, though more may
be added on the supplemental agenda. The Council meeting will begin at
8 P.M. and will be televised on Hartford Public Access, Channel 21.
The Council will be preceded by a Public Hearing on the proposed site plan for the construction of a
garage on the parcel south of Morgan Street, north of Talcott Street, west of
Columbus Boulevard, and east of Market Street. The site plan is being submitted by the Hartford Parking Authority. The attachment to the resolution requests
that the site plan approval be "fast-tracked" in order to complete
the project by June 31, 2000. In a
separate communication the Commission on the City Plan and the Design Review
Board are recommending approval of the Formal Preliminary Review of the
garage. (Items #1, 10, and 11)
Recommended Budget for the City of Hartford, fiscal year 99/00 - The Council will vote to refer to Public Hearing Wednesday, April 28 at
6:00 PM at Bulkeley High School, the
City Manager's recommended budget for 1999-2000. The recommended budget is $420,357,780 ($2 million less than the
adopted 1998-1999 fiscal year). The decrease in the budget is due largely to
the elimination of all general funds contributions to the Capital Improvements
Program. The recommended budget
maintains the current 29.88 mill rate. (Items #2 and 26)
Living Wage Ordinance -- On the recommendation of Deputy Mayor
Sanchez, the Council will vote to send to Public
Hearing May 17 an ordinance establishing a living wage for all service
workers "employed for work performed in execution of service contracts
with the City of Hartford." (Item
#24)
Licenses and Inspection Reform -- The Council will vote on an
ordinance which will allow the Department of Licenses and Inspection to collect
fee revenues at the time of permit application. At present, fee payment is delayed until after the construction
project is completed and a post-construction review of costs is made. This item has been to Public Hearing and is
on the action calendar. (Item #19)
Keney Park Equestrian Center -- On the recommendation of Majority
Leader Stewart, the Council will vote on a resolution authorizing negotiations
with the Connecticut Equestrian Center Corporation to lease a portion of Keney
Park for the creation of an equestrian center in the park. (Item #42)
