Hartford City Council Meeting

There were 25 items on the agenda: one more was added during the meeting.  The next Council meeting will be Monday, May 10, 2004 at 7 P.M.  It will be preceded by an open agenda public hearing that will begin at 6:30 P.M.

Budget Hearing Set for Wednesday, April 28:  The Council referred to the Management and Budget Committee and to a public hearing on Wednesday, April 28, at 6 P.M. at Bulkeley High School Mayor Eddie Perez’s recommended budget for FY 2004-2005.  The recommended budget is $438,693,939; or $13,378,019 more than last year’s budget.  The recommended budget calls for an appropriation of $192,700,000 for Education: an increase of $5,016,240 over last year’s adopted budget and $2,653,760 less than last year’s revised budget.  The budget also includes a police class of thirty recruits scheduled to start in the Fall.

The budget outlines the Mayor’s goals for the City:

  • Improve Public Safety
  • Provide a Quality Education for Workforce Development
  • Stimulate Economic Development
  • Improve Quality Management of Processes and Resources
  • Establish Legal and Policy Baselines
  • Improve City Health and Cleanliness

Appointment of Director of Development Services:  The Council referred to the Planning and Economic Development Committee a resolution which would confirm the appointment of John F. Palmieri as Director of Development Services.  The Department of Development Services includes the functions of Licenses and Inspections, Planning and Zoning, Housing and Community Development, and Federal Grants Administration. Until recently, these functions were managed by several different departments.  Mr. Palmieri comes to Hartford from Charlotte, North Carolina where he was the Director of Economic Development.

Block Grant for Healthy Youth Initiative:  The Council referred to the Health and Human Services Committee a resolution authorizing the Department of Health and Human Services to contract with the Connecticut Policy and Economic Council and the Institute for Outcomes Research to conduct a study of physical activity and recreational facilities use among high school students as part of the Healthy Youth Hartford Initiative.
