Hartford City Council Meeting

Monday, April 24, 2006

The next regularly scheduled Council meeting will be Monday, May 8, 2006 at 7 P.M. The meeting will be preceded by an open agenda public hearing that will begin at 6:30 P.M. 

Ryan White Grant - The Council passed a resolution authorizing the Mayor to accept a grant of $4,666,281 in Ryan White grant funds from the U.S. Department of Health and Human Services for services to people living with AIDS.  Since 1995, the City of Hartford has utilized Ryan White funds to serve individuals and families with AIDS in 57 towns in Hartford, Middlesex, and Tolland Counties through contracts with local and state health providers.  (Item #1)

Homes for Grandparents Raising Grandchildren - The Council passed on consent a resolution authorizing the Mayor to enter into a purchase and sale agreement with the Community Renewal Team (CRT) for City owned property located at 35 Clark Street.  CRT intends to rehabilitate the old Clark Street School and build new homes for grandparents raising grandchildren.   (Item #3)

Upper Albany and Clay Arsenal Weed and Seed Program - The Council referred to the Quality of Life and Public Safety Committee a resolution authorizing the Mayor to accept funding in the amount of $175,000 from the U.S. Department of Justice for the operation of the Upper Albany and Clay Arsenal Weed and Seed Program for fiscal year 2006-2007.  The program is a collaborative effort by the City of Hartford Police Department, U.S. Attorney, residents, and other community organizations to "weed" out drugs and violent crime and "seed" a broad array of human service and revitalization programs.  (Item #5)

Government Relations Consultant - The Council voted to authorize the Mayor to enter into an agreement with Quinn Gillespie & Associates (QGA) for up to $150,000 for government relations services in the United States Congress through March 31, 2007.  QGA yielded positive results for the City in 2005 in its work at the U.S. Capitol, assisting in securing $1.7 million for law enforcement communications technologies, and $500,000 for Hartford's public housing reform initiative.  QGA also led efforts against the proposed cuts to the Community Development Block Grant program.  (Item #8)

Renovation of South End Senior Center and Maple Avenue Police Substation - The Council passed an ordinance authorizing the issuance of $1,300,000 in municipal bonds and the appropriation of these funds for renovations and improvements to the South End Senior Center and Police Substation at 830 Maple Avenue.  (Items #9 & #17)

West Middle School 1 - The Council passed an ordinance authorizing the issuance of $450,000 in municipal bonds and the appropriation of those funds for renovations and improvements to the building at 875 Asylum Avenue which is leased by the City for West Middle School.  (Items #10 and #18)

West Middle School 2 - The Council referred to the Management and Budget Committee a proposed ordinance authorizing the issuance of $600,000 in municipal bonds and the appropriation of those funds to provide additional classroom space in the building at 875 Asylum Avenue which is leased by the City for West Middle School.  A public hearing on this matter is scheduled for Monday, May 15, 2006.  (Item #25)

Renovation of Jennings Road Police Facility and Police Substations - The Council passed an ordinance for the issuance of $2,000,000 in municipal bonds and appropriation of these funds for renovations and improvements to the Jennings Road Police Facility and Police Substations.  The work will include renovating the main police facility's bathrooms, interior systems, and heating system.  Monies will also be used to renovate at least three police substations throughout the City.  (Items #11 & #19)

Sale of 90 Earle Street - The Council passed a resolution authorizing the Mayor to sell City-owned property at 90 Earle Street to Habitat for Humanity for a price of $4,500.  Habitat will construct a home on the site that will be affordable to lower income people.  The project is in conformance with the City's Plan of Development and is supported by the Northeast NRZ.  (Item #16)

Ridgefield Street Historic District - The Council passed an ordinance establishing various parts of Ridgefield Street as the Ridgefield Street Historic District.  The purpose of establishing the Historic District is to perpetuate, preserve, and protect those distinctive buildings, places, neighborhoods and their environs which are associated with the history of Hartford.  Following a study, report, review and public hearing, property owners voted to approve the District by a 92% plurality.  (Item #22)

Appropriations for Capital Projects - The Council referred to the Management and Budget and Planning and Economic Development Committees a proposed ordinance appropriating a total of $400,000 as follows:  Veterans Center ($50,000), Neighborhoods of Hartford, Inc. ($50,000), Center for Hispanic Families ($60,000), Soldiers and Sailors Arch ($50,000), HEDCO ($100,000), Riverfront Recapture ($70,000), and Keep Hartford Clean ($20,000).  Funds were made available from the proceeds of the sale of the Civic Center Garage.  A public hearing on this matter is scheduled for Monday, May 15, 2006.  (Item 24)

Fire Cadets - The Council referred to the Labor and Workforce Development Committee a proposed ordinance establishing a Fire Cadet job classification.  The position is designed to develop future firefighter candidates and will be open to Hartford residents between the ages of 16 and 21 who are enrolled in school.  Cadets will work up to 20 hours per week.  A public hearing on this matter is scheduled for Monday, May 15, 2006.  (Item #27)
