There were 26 items on the original agenda. Three (3) more items were submitted during the meeting. Two of these are described below. The next regular Council meeting will be held on Monday, May 14, 2007 at 7 P.M. in the Council Chambers in Hartford City Hall. The public may make comments prior to that meeting between 6:30 and 7 PM. The next public hearing will be Monday, May 21, 2007.

Prior to the start of the April 23rd Council meeting, Councilmembers and the Mayor recognized and honored individuals and groups for their accomplishments.
- The five top award winners in the “How important is diversity?” essay contest read their essays and were presented with plaques. The five young people are high school students at Bulkeley, Weaver, and Classical Magnet schools.
- The Sexual Assault Crisis Service (SACS) was honored for its work. It was noted that April is Sexual Assault Awareness Month. Confidential help is available to survivors and their loved ones at 1-888-999-5545 in English and 1-888-568-8332 in Spanish.
- The Kennelly co-ed basketball team (1 girl and 9 boys in grades 4 through 8) was honored and each student player received a plaque.
- Three retail food stores (El Gitano, El Kiosko, and Shop Fair Supermarket) were recognized for changing the food they sell to assure healthier food choices for their customers. They and 22 other stores are participating in the Healthy Food Retailer Initiative through the Hartford Food System.
- The Waver High School boys basketball team was honored for winning the Class L State Championship.
- Lt. Anthony J. Napoleon was recognized for his accomplishments as a Hartford firefighter and April 23, 2007 was designated as Anthony J. Napoleon Day in honor of his retirement from the Hartford Fire Department.
Recommended 2007-2008 Budget - The Council referred, to its Management and Budget Committee, the Mayor’s Recommended Budget for the fiscal year July 1, 2007 through June 30, 2008. The budget of $517,881,440 is an increase of 4.22% over the current year’s budget. A public hearing will be held on Tuesday, April 24, 2007 at 6 PM at Bulkeley High School Auditorium. A copy of the budget may be reviewed in the Office of the Town Clerk in Hartford City Hall. (Item #1)
Parkville Urban Design & Transportation Improvement Project - The Council referred, to its Public Works, Parks and Environment Committee, a resolution authorizing the Mayor to sign an agreement with the State of Connecticut to receive a Federal grant of $1.2 million which, along with $2.9 million in City funds, will be used to reconstruct Park Street, from Prospect Avenue to Sisson Avenue, and to construct/install pedestrian safety enhancements, new decorative sidewalks, ornamental lighting, street trees, and other amenities. Sale of City-Owned Property at 104 and 176 Clark Street – The Council passed a resolution approving the sale of 104 and 176 Clark Street to Meadows Real Estate & Development Inc, an affiliate of the Community Renewal Team (CRT), for $6,000 and $12,530 respectively. Meadows Development intends to construct a residential building, and has received support for the purchase of the property from the Northeast Revitalization Zone. The Council’s Housing Committee recommended approval pending review of additional information. That information was submitted by the Development Services Department to the Council. A public hearing was held on April 16, 2007. (Item #9)
Hearing Procedure for Parking Violations – The Council postponed action on a proposed ordinance that will update the municipal code to reflect the new hearing process for parking violations, which was implemented in December 2006. The new process is in accordance with the Connecticut General Statutes and also solved administrative problems in the parking adjudication process. The new process has resulted in a dramatic increase in paid and processed parking tickets. The Council referred the ordinance to its Management and Budget Committee and a public hearing was held on March 19, 2007. The item was previously postponed by the Council. (Item #12)
Southend Senior Center – The Council approved a resolution to accept a grant of $380,000 from the Hartford Foundation for Public Giving to partially fund the creation of a new consolidated senior center at 830 Maple Avenue. (Item #18)
Regulation of Convenience Stores – Two resolutions regulating convenience stores that are open between 10 PM and 5 AM were submitted to the Council and referred to the Council’s Quality of Life and Public Safety Committee and for Public Hearing on May 21, 2007. The first resolution requires a special permit for operation between 10 PM and 5 AM and establishes security standards. The second resolution provides additional enforcement powers to the Police.
