The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers.

Previously Submitted Items:  The following items were previously on the Council Agenda and were included in the Council Preview/Review.  They were referred to committees and/or public hearing or action was postponed by the Council.  They are now on the agenda again for action.

Sale of City-Owned Property at 104 and 176 Clark Street – The Council will vote on a resolution approving the sale of 104 and 176 Clark Street to Meadows Real Estate & Development Inc, an affiliate of the Community Renewal Team (CRT), for $6,000 and $12,530 respectively.  Meadows Development intends to construct a residential building, and has received support for the purchase of the property from the Northeast Revitalization Zone.  The Council’s Housing Committee recommends approval pending review of additional information to be submitted by the Development Services Department.  A public hearing was held on April 16, 2007.  (Item #9)

Hearing Procedure for Parking Violations – The Council will consider a proposed ordinance that will update the municipal code to reflect the new hearing process for parking violations, which was implemented in December 2006.  The new process is in accordance with the Connecticut General Statutes and also solved administrative problems in the parking adjudication process.  The new process has resulted in a dramatic increase in paid and processed parking tickets.  The Council referred the ordinance to its Management and Budget Committee and a public hearing was held on March 19, 2007.  The item was previously postponed by the Council.  (Item #12)

New Agenda Items

Recommended 2007-2008 Budget - The Council has received the Mayor’s Recommended Budget for the fiscal year July 1, 2007 through June 30, 2008.  The budget of $517,881,440 is an increase of 4.22% over the current year’s budget.  A public hearing will be held on Tuesday, April 24, 2007 at 6 PM at Bulkeley High School Auditorium.  A copy of the budget may be reviewed in the Office of the Town Clerk in Hartford City Hall.  (Item #1)

Parkville Urban Design & Transportation Improvement Project - The Council will consider a resolution authorizing the Mayor to sign an agreement with the State of Connecticut to receive a Federal grant of $1.2 million which, along with $2.9 million in City funds, will be used to reconstruct Park Street, from Prospect Avenue to Sisson Avenue, and to construct/install pedestrian safety enhancements, new decorative sidewalks, ornamental lighting, street trees, and other amenities.  (Item #4)

Southend Senior Center – The Council will consider a resolution to accept a grant of $380,000 from the Hartford Foundation for Public Giving to partially fund the creation of a new consolidated senior center at 830 Maple Avenue.  (Item #18)
