There are 71 items on the regular agenda, though more may be
added on the supplemental agenda. The Council meeting will begin at
8 P.M. and will be televised on Hartford Public Access, Channel 21.
Hartford Economic
Development Commission Appointees -- The Council will vote on a resolution
recommending appointments to the Hartford Economic Development Commission. There are a total of 11 recommendations: seven from the City Council and four
from the Hartford business community. The Council recommendations are: Alexander Aponte, Adam Cloud, Kenneth Kennedy, David R. Kovacs, Rafael
Lopez-Hernandez, Richard Staples, and
Richard Wareing. The business community
recommendations are Bruce Carlson, Eunice Groark, Suzanne Hopgood, and Carlos
Lopez. (Item #38)
Stadium Traffic Task
Force -- On the recommendation of Council member Marotta, the Council will
be voting on a resolution to create a task force to develop a Hartford Traffic
Flow Plan for the “streets near to and leading to Patriot’s Stadium.” The task force will consist of
representatives from the Mayor’s office, the Court of Common Council, the
Traffic Division of the Police Department, the Department of Public Works, the
Fire Marshall’s Office, and the Parking Authority. (Item #56)
Hartford Police
Accreditation -- On the recommendation of Council member O’Connell, the
Council will vote on a resolution under which the city would apply for federal
accreditation of the Hartford Police Department. Accreditation would provide management tools to the
department. (Item #18)
City Auction --
On the recommendation of Council member McGarry the Council will vote on a
resolution to hold an auction of city-owned properties that do not serve a
public purpose. According to the
resolution, the city owns over 440 such properties. If enacted, the auction will be held before August 1, 1999. (Item #58)
Southend Youth Soccer
-- The Council will be voting on a resolution to allocate $12,000 and the
support of the Hartford Human Services Department to the Southend Youth Soccer
League. (Item #37)
Y2K Education --
The Council will be voting to designate the week of April 19, 1999 “Spring into 2000 Week.” The week will kick-off informational
seminars for residents and businesses on year 2000 computer problems and is
sponsored by the city’s Y2K Taskforce. (Item #39)
City Budget Hearings
-- On the recommendation of Council member McGarry, the Council will be voting
on a resolution to publicize and encourage public attendance at the 1999-2000
budget hearings. (Item #59)
Stowe Village
Development -- The Council will be voting on a resolution to provide a $1
million match for a $20 million grant from the U.S. Department of Housing and
Urban Development (HUD) for redevelopment at Stowe Village. The grant is part of the HUD’s HOPE VI
grant program. (Item #7)
Neighborhood Youth
Centers -- The Council will be voting to support several neighborhood youth
centers in their bid for a grant from the state Office of Policy and
Management. Mi Casa, Neighborhood
Bridges, and SAND neighborhood centers have been recipients of the funds in the
past and are applying for the funding now. (Item #34)
Emergency Medical
Services Task Force -- On the recommendation of the City Manager the
Council will vote on a resolution expanding the task force evaluating Emergency
Medical Services in Hartford. The
original task force was set at five members and the City Manager is requesting
it be expanded in order to include more community participation. (Item #8)
