Hartford City Council Meeting

There are 64 items on the agenda. The Council meeting will begin at 7 PM at Hartford City Hall in Council Chambers. It will be preceded by an open agenda public that will begin at 6:30 PM. The next Council meeting will be Monday, April 26, 2004 at 7 PM.

Funding for School Readiness of Hartford Children : The Council will vote on a resolution concerning a three year grant for $181,450 from the Hartford Foundation for Public Giving for school readiness activities. The Daycare Division of the City of Hartford Department of Health and Human Services will receive $58,800. The remaining $122,650 will be granted to Teaching Strategies, Inc., to implement a three-year Brighter Futures Child Care Enhancement Project, the goal of which is to improve the school readiness of all children entering the Hartford Public Schools. (Item # 3)

Allocations for CDBG, HOME, HOPWA, and ESG : The Council will vote on a resolution authorizing the Mayor to negotiate and execute agreements for several programs. As an entitlement community, the City of Hartford is eligible to receive estimated allocations as follows: Community Development Block Grant (CDBG) Program in the amount of $6,172,000; Home Investment Partnership (HOME) Program in the amount of $2,111,859; Housing Opportunities for Persons with AIDS (HOPWA) Program in the amount of $1,023,000; and Emergency Shelter Grants (ESG) Program in the amount of $176,423. (Item # 11)

Senior Centers : The Council will vote on a resolution that, contingent upon general fund availability, the City enter into agreements with Parkville Senior Center, Southend Community Services (for Barry Square Senior Center and Southend Senior Center), Catholic Family Services (for Hispanic Senior Center), SAND Corporation (for Northend Senior Center), and Salvation Army (for Salvation Army Senior Center) to continue providing quality services for elderly residents for the period July 1, 2004 – June 30, 2005. Leadership Development Plan: The Council will vote on a resolution authorizing the mayor to seek funds for and to continue implementation of the Leadership Development Plan for Department Heads. The City has undertaken a Strategic Business Plan in conjunction with the development of the 2004-2005 budget . The leadership program is intended to increase the capability of the municipal government to implement the strategic plan. The Hartford Foundation for Public Giving has expressed interest in funding a portion of the program. The Management and Budget Committee discussed the resolution and is recommending passage. Dial-A-Ride Program: The Council will vote on a resolution authorizing the Chief Operating Officer to apply for and accept $90,000 in Title III-B funding and to contract with the North Central Area Agency on Aging to operate the Dial-A-Ride Program from October 1, 2004 to September 30, 2005. The Program has provided transportation for the City's elderly and disabled residents to such critical services as nutrition sites and grocery shopping for the past twenty years. (Item # 15)
