The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. The meeting will be preceded, at 6:00 PM, by an open agenda public hearing. The next public hearing will be Monday, April 18, 2010 at 7 PM.

There are 81 items on the agenda. Below is detailed information about items of special interest to neighborhoods. Following those details is a listing of all agenda items, in layperson’s language. ITEMS OF SPECIAL INTEREST

New Agenda Items:

The following items appear for the first time on the Council’s Agenda.

Frog Hollow NRZ Plan – The Council will consider an ordinance that adopts the updated Strategic Plan of the Frog Hollow Neighborhood Revitalization Zone. The plan of revitalization and development replaces earlier plans for the Frog Hollow South NRZ and the North Frog Hollow NRZ. Those two NRZs have merged into one. (Segarra) (Item #46)

Fire Department Mitigation Rates – The Council will consider an ordinance which amends an existing law that authorizes the Fire Department to charge for rescue operations and hazardous material responses. The proposed amendments would establish fees to be charged to non-residents for certain emergency services provided by the Fire Department. The fees, called mitigation rates, are based on the actual costs of personnel, supplies, and equipment used to respond to the emergency. Fees would be an add-on cost to claims for damages filed with insurance companies filed by the owner of the vehicle or property involved. (Segarra) (Item #47)

Raul Gonzalez Way – The Council will consider a resolution that would superimpose the name of Bishop Raul Gonzalez on May Street. Bishop Gonzalez began his work in Hartford in 1971 when he helped to found Youth Challenge of Connecticut, Inc. an organization dedicated to helping young people to overcome substance abuse. He was the pastor of Glory Chapel International Cathedral and president of the Corinthian School of Urban Ministry. (Winch, Brinson) (Item #51)

Campaign Contributions – The Council will consider a proposed ordinance that would prohibit campaign contributions to candidates running for Mayor, Council, Board of Education, Treasurer, and Registrar of Voters, by individuals or entities who hold City contracts of $25,000 or more. City contractors include individuals, business entities, and nonprofit organizations that have agreements or contracts with the City of Hartford, Hartford Parking Authority, Hartford Housing Authority, or the Board of Education, as well as those who have submitted bids or proposals for the purpose of obtaining an agreement or contract. Contributions would be prohibited to candidates, exploratory committees, and political and party committees. (Cotto) (Item #43)

1. Dial-a-Ride Grant. Approval to apply for and accept $73,406 from the CT Department of Transportation to support Dial-a-Ride services for the elderly and disabled. (Segarra)
2. Traffic Calming. Approval to apply for and accept $250,000 from the CT Department of Economic & Community Development to be used for design and construction of traffic calming measures in accordance with the Traffic Calming Master Plan. (Segarra)
3. Batterson Park Improvements. Authorization to apply for and accept $139,100 from the CT Department of Environmental Protection for development of a campground, accessible paths and trails, and other amenities in Batterson Park. (Segarra)
4. Housing Loan Write-Offs. Approval to write off a total of $396,763 in balances owing on four housing loans made by the City which have been determined to be uncollectible. (Segarra)
5. ZBA Appointment. Confirmation of the Mayor’s appointment of Denise Best to the Zoning Board of Appeals. (Segarra)
6. GHTD Appointment. Confirmation of the Mayor’s appointment of Jennifer Cassidy to the Greater Hartford Transit District. (Segarra)
7. H&HS Committee Report. Report by the Council’s Housing & Human Services Committee on discussions held at a meeting on April 4th on homelessness and creating a list of seniors and disabled individuals to be used in a weather or other emergency.
8. Education Committee Report. Report by the Council’s Education Committee on discussions held at a meeting on March 23rd on the Landscape Report on Hartford Youth and the issue of sex offenders’ proximity to schools.
9. No-Freeze Shelter. Request that the Mayor identify funding of $26,000 to keep the Salvation Army’s Marshall House open as a no-freeze shelter until June. (Deutsch)
10. Banking Services. Request that a Request for Proposals be issued for the City’s banking services which would include consideration of local employment as well as price. (Deutsch, Kennedy, Boucher, Winch, Painter)
11. Funding. Approval to provide a grant of $5,000 to the Office of Youth Services for youth crisis and trauma response activities. (Kennedy)
12. Grant. Approval to grant $5,000 to the Office of Youth Services for youth violence prevention activities. (Kennedy)
13. Fiber Optic Network. Approval to extend, for ten years, an existing agreement with AT&T for maintenance and operation of the fiber optic network that supports the City’s telephone, data, and radio systems. (Segarra)
14. St Patrick’s Day Parade. Approval of a 50% fee waiver, street closures, and a $10,000 contribution for the St. Patrick’s Day Parade on March 12, 2011. (Cotto, Segarra, Boucher, Kennedy)
15. Event. Approval for the serving of alcohol at a May 8, 2011 event to be held by the CT Music Lovers Association at the Keney Pond House. (Cotto)
16. Library Events. Approval for the Hartford Public Library to serve alcohol at an Author Event on April 5th, a Donor Reception on April 15th, and a Community Celebration on June 10, 2011. (Cotto)
