There are 30 items on the agenda. The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. It will be preceded by an open agenda public hearing that will begin at 6:30P.M. The next public hearing will be Monday, April 18th in Council Chambers. The next Council meeting will be Monday, April
25, 2005 at 7 P.M.
CDBG Allocations for FY 2005 – 2006: On April 18th the Council will send to public hearing and to committee the One Year Annual Action Plan for FY 2005 – 2006. The plan includes allocations from several federal programs totaling $8,363,948. The programs include Community Development Block Grant (CDBG), $4,809,509; Home Investment Partnership (HOME), $2,035,678; American Dream Downpayment Initiative (ADDI), $62,876; Housing Opportunities for People with AIDS (HOPWA), $1,285,000; and Emergency Shelter Grant (ESG) Program $170,885. Funds for Hartford Parks: The Council will initiate the process on two ordinances that would allocate funds for Hartford Parks. The first would appropriate $170,000 from the Capital Improvement Fund to create a “Boundless Playground” at Goodwin Park. A boundless playground is barrier free and developmentally advantageous for all children. All of the funds from this appropriation will be reimbursed by the state Department of Environmental Protection. (Item #16)
The second ordinance would appropriate $400,000 from the Capital Improvement Fund for improvements to Pope Park. The improvements include surveying and construction of pedestrian paths and an entry gate. (Item #17)
Both ordinances will be sent to public hearing Monday, April 18th in Council Chambers.
410 Asylum Historical Designation: The Council will send to committee and to public hearing, Monday, April 18th, an ordinance that would designate 410 Asylum St. as a Local Historic Property. The
Planning and Zoning Commission has endorsed the designation. (Item #15)
