Batterson Park Task
Force Report – The Council referred to the Parks and Recreation Committee
the report of the Batterson Park Task Force. The task force was created in January of 1999 to make recommendations
for the uses and/or possible disposition of Batterson Park. The complete report is on file at the Town
Clerk’s office. Batterson Park is
located in Farmington.
Approval of
Sheldon/Charter Oak Strategic Plan – The Council referred to the Planning
Economic Development and Zoning Committee, to the Planning Commission, and to
public hearing April 17, an ordinance which would approve the Neighborhood
Revitalization Zone (NRZ) Strategic Plan for the Sheldon/Charter Oak
neighborhood.
Tax Assessment
Agreement for Downtown Development -- The Council referred to the
Operations, Budget, Management and Labor Committee a resolution which would
authorize City Manager Kee Borges to enter into a tax assessment fixing
agreement with the Morgan Reed Group for the development of the property at 398
Asylum Street. (Formerly the Bond
Hotel.) If passed, the City Manager
would execute an agreement with the Morgan Reed Group for a seven-year
assessment fixing agreement and the Morgan Reed Group would convert the site to
apartments.
Bolton and Eaton
Streets Redirection – In a previous meeting the Council referred to the
City Manager a resolution which would make Bolton Street and Eaton Street
one-way streets. The Council received a report from the City Manager that a
majority of Eaton Street residents have requested the change, but Bolton Street
residents did not request the change. Her report also advised the Council that three of the four businesses at
either end of Eaton Street have opposed the change. The City Manager is
recommending that Eaton Street be made one-way, but that no action be taken on
Bolton Street until over 50% of its residents request a change.
Public Health
Commission -- The Council referred to the Health and Human Services
Committee a resolution which would establish a Public Health Commission to “advise the Court of Common
Council on Public Health issues and policy and to review health trends and to
examine potential health risks to the citizens of the City.” As proposed, the Commission would be
composed of citizens, public health officials, a specialist in environmental
health, a medical professional, and representatives from area homeless
shelters.
New Sister City: City
of Hertford England – The Council passed a resolution which invites the
City of Hertford, England to be a sister
city to Hartford.
