There were 37 items on the original agenda.  Two more items were submitted during the meeting.  The next regular Council meeting will be held on Monday, April 23, 2007 at 7 P.M. in the Council Chambers in Hartford City Hall.  The next public hearing will be Monday, April 16, 2007 at 7 PM in the Council Chambers.

Park River Greenway – The Council adopted a resolution authorizing the City to accept a grant of $17,000 from the State Department of Environmental Protection to be used for the construction of the South Branch Park River Greenway, which will extend from Newfield Avenue to Flatbush Avenue.  The segment to be constructed with these funds (Nilan Street to Newfield Avenue) is the first phase of the project.  (Item #1)

Youth POINT Council – The Council passed a resolution accepting a grant of $2,000 to create the Youth POINT (Positive Outcomes Impacting Neighborhood Youth) Council.  The project will involve 25-30 young people from the north and south of Hartford in providing input into a youth violence prevention action plan currently being developed.  (Item #5)

Parkville Business Association – The Council passed a resolution directing the Department of Economic Development to identify $35,000 to be granted to the Parkville Business Association to retain staff and pay for operating costs to help regenerate the Parkville area.  The Council’s Planning and Economic Development Committee recommends approval.  (Item #7)

Land Purchase - The Council adopted two resolutions authorizing the inspection/testing and purchase of 223 High Street, one of three parcels of land in the vicinity of the old Hartford Board of Education building, to be acquired for the purpose of developing a new Public Safety Complex.  The purchase price is $400,000.  A public hearing was held on March 19, 2007.  The matter was also referred to the Planning and Zoning Commission.  (Items #8 and #9)

Hearing Procedure for Parking Violations – The Council postponed action on a proposed ordinance that will update the municipal code to reflect the new hearing process for parking violations, which was implemented in December 2006.  The new process is in accordance with the Connecticut General Statutes and also solved administrative problems in the parking adjudication process.  The new process has resulted in a dramatic increase in paid and processed parking tickets.  The Council referred the ordinance to its Management and Budget Committee and a public hearing was held on March 19, 2007.  (Item #21)

Lost and Stolen Guns – The Council referred, to its Quality of Life and Public Safety Committee, an ordinance requiring Hartford gun owners to report lost or stolen firearms to the Hartford Police Department within 48 hours of finding that the gun is missing.  The ordinance also allows the Hartford Corporation Counsel to sue a resident of any town in Connecticut whose gun was used in a felony in Hartford and who did not report the gun lost or stolen to their local Police Department or Connecticut State Police.  A public hearing will be held on this ordinance on Monday, April 16, 2007. (Item #22)

Property Purchase – The Council referred, to its Planning and Economic Development Committee and the Planning and Zoning Commission, two resolutions that authorize the inspection/testing and purchase of 31-37 Atlantic Street.  The Council previously authorized the acquisition of this property through eminent domain, but the City and the owner have reached an agreement to purchase for a price of $225,000.  The matter has also been scheduled for public hearing on April 16, 2007.  (Item #28 and #29)
