There are 62 items on the regular
agenda. The Council meeting will begin at 8 P. M. at Hartford City
Hall in Council Chambers. The meeting
will be preceded by a public hearing which will begin at 7:30 P.M.
HUD
Entitlement Funds --The Council will vote on a resolution which
outlines the dispersal of almost $9 million in Department of Housing and Urban
Development Funds. The funds include
Community Development Block Grants (CDBG), Emergency Shelter Grants (ESG),
Housing Opportunities for People with AIDS (HOPWA), and HOME Investment
Partnership (HOME). The
recommendations have been to public hearing, are being recommended by the
Operations, Management, and Budget Committee.
The funds go to support a variety
of programs around the city: over 70 projects receive CDBG funds. The recommendations include, among other
projects; funding for Real Art Way ($63,500); Riverfront Recapture ($198,836);
Hartford Economic Development Corporation ($250,000); Hartford Areas Rally
Together ($65,000); and Rebuilding Together with Christmas in April
($100,000). (Item #25)
Community Development Block
Grants – The Council will also vote on several individual resolutions
which, if passed, would allocate Community Development Block Grant Funds to
various programs. These include
$155,320 to the University of Hartford Center for Customer Training; $30,000
for the Community Improvement Project of the Blue Hills Civic Association;
$85,000 for the Southend Knight Riders; and $279,839 for the Farmington Avenue
Joint Committee recommended street improvements along Farmington Avenue. (Items # 49, 50, 52, 54, & 55)
Increase in permit fees --
On the recommendation of Interim City Manager Albert Ilg, the Council will vote
on a resolution which would raise rates on the fees for permits for plumbing,
electrical, heating, sprinkler, refrigeration, and elevator construction. The present fee structure has been in place
for 14 years and no longer covers the city’s cost of processing the permit
requests. The new fee would be $25 for
every $1,000 of actual project cost. (Item # 4)
Charter Revision Public Hearing – The Council will
refer to public hearing, Thursday, April 25, 2002at 7 P.M. the draft report of
the Charter Revision Commission. (Item
# 47)
