The next Council meeting will be April 8. It will begin at 8 P. M. at Hartford City Hall in Council
Chambers and will be preceded by a 7:30 P.M. Public Hearing.
Police Incremental Hiring Plan
– The Council passed a resolution establishing an incremental hiring process
for police officers. At present, it
takes eighteen months from initial job posting to the end of the mandatory
training for entry of officers into the force. According to the resolution there is significant attrition during this
period and an incremental hiring plan will reduce excessive vacancies and
overtime costs.
Permit Penalties - The
Council postponed action an ordinance creating a penalty fee for anyone who
begins a building project requiring a permit without first obtaining a
permit. Permits are required for a
variety of construction activities. The
penalty will be equal to and in addition to the cost of the permit and will be
required whether or not the permit is issued.
West End Community Center
- The Council passed a resolution designating $450,000 in Urban Development
Action Grant account funds be used to create a West End Community Center. The Community Center is part of the West End
Civic Association Neighborhood Revitalization plan. The West End Civic Association will provide oversight for the
center. The Operations, Management, and
Budget Committee had recommended passage.
Hartford Parks Trust Fund
– The Council sent to Public Hearing April 15 two resolutions using Hartford
Parks Trust Fund moneys. The first would allocate $500,000 to help restore the
ponds at Keney, Pope, Goodwin, and Elizabeth Parks. The second would allocate $100,000 to be used to replace the roof
at Hyland Park.
Extension of Interim City
Manager Contract – The Council tabled a resolution which would extend the
term of interim City Manager Albert Ilg. Mr. Ilg was originally hired to serve to April 12, 2002. If passed the resolution would extend his
contract through June 30.
