There were 45 items on the regular agenda, though more may
be added on the supplemental agenda. The Council meeting will begin at
8 P.M. and will be televised on Hartford Public Access, Channel 21.
Community Development
Block Grant Funds --The Council will be voting to send to Public Hearing on April 19 City Manager
Kee Borges’ recommendations for spending for HUD entitlement programs. The programs include Community Development
Block Grants (CDBG), Emergency Shelter Grants (ESG), Housing Opportunities for
Persons with Aids (HOPWA), and HOME Investment Partnership (HOME). Together the programs total $8.8
million. HUD requires a 30 day comment
period prior to the adoption of the recommendations. The 30 days will begin March 22 and end April 22. Kee Borges is requesting that the Council
vote on the final recommendations at its April 27 meeting. (Item #7)
Licenses and
Inspection Reform -- On the recommendation of the City Manager, the Council
will send to Public Hearing April 19,
an ordinance which would allow the Department of Licenses and Inspection to
collect fee revenues at the time of permit application. At present, fee payment is delayed until
after the construction project is completed and a post- construction review of
costs is made. (Item #23)
Horizon and Hiring
Hartford -- On the recommendation of Deputy Mayor Sanchez, the Council
will consider a resolution calling on
the City Manager to monitor Horizon Roofing & Sheetmetal to ensure that it
is complying with its contractual obligations. The resolution argues, among other things, that Horizon is not complying
with the portion of its contract which sets a goal of hiring 30% of its
workforce from Hartford residents. Horizon has contracted with the city to perform roof renovations on
several Hartford public schools. (Item

Hartford Economic
Development Commission Appointees -- The Council will vote on a resolution
recommending appointments to the Hartford Economic Development Commission. There are a total of 11 recommendations:
seven from the City Council and four from the Hartford business community. (Item #35)
Regulation of Coin
Operated Telephones -- On the recommendation of the City Manager, the
Council will be considering an ordinance which will regulate where Coin
Operated Customer Owned Telephone Systems (COCOTS) may be placed. The ordinance will require permits be
granted for new coin-operated phones and will establish criteria for when
permits would be granted. The criteria
are related to the amount of serious crime in an area, the number of narcotic
related crimes in an area, and the prevalence of citizen complaints. (Item #22)
Camp Courant Lease
-- The Council will vote on a resolution extending its lease agreement with
Camp Courant through 2050 and adding approximately 23 acres of adjacent
Batterson Park land to the lease. The
increase in land will allow expansion of the program. Last year the camp served 2,700 Hartford youth. (Item #13)
Plywood Restrictions
-- On the recommendation of Councilman McGarry, the Council will be considering
a resolution calling for the creation
of a city ordinance which will prohibit any building from exhibiting raw
plywood anywhere in the city. The
resolution argues that raw plywood discourages visitors and investors. (Item #42)
Updating Hartford’s
Traffic Signal System -- On the recommendation of the City Manager, the
Council will vote on a resolution which will authorize the City Manager to
apply for Congestion Mitigation and Air Quality funds. The funds would be used to update the city’s
traffic signal system and make it Y2K compliant. The amount of money available through the federal program is not
known, but the attached estimate for updating the city’s current system is
$11.9 million. No match from the city
is required for this grant. (Item #10)
Hartford Parks Bike
Tour -- The Council will vote on a resolution granting waivers of all fees connected
to the Fifth Annual Hartford Parks Bike Tour, May 23, 1999. The event is sponsored by the Connecticut
Bicycle Coalition, the Appalachian Mountain Club Racing Team, and WHCN. (Item #37)
