Hartford City Council Meeting

There are 30 items on the agenda. The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. The next Council meeting will be Monday, April 12, 2004 at 7 P.M. It will be preceded by an open agenda public hearing that will begin at 6:30 P.M.

West Hartford Middle School on Prospect Avenue: The Council voted on two resolutions concerning the West Hartford Middle School on Prospect Avenue. The first (Item #19), expressing the City Council's support of all efforts by the Mayor through Corporation Counsel to prevent widening or modification of curb cuts or sidewalks under City control that would facilitate the increase of vehicular traffic onto the school site, was withdrawn. The Council approved a replacement for the second resolution (Item #21) supporting the efforts of the Mayor through the Corporation Counsel to initiate whatever legal action is necessary to prevent any alteration of the Prospect Avenue curbcuts and sidewalks during construction of the West Hartford middle school. (Items #19 & 21)

Bonds for School Renovation: The Council passed four ordinances authorizing the issuance of bonds for the renovation of Webster ($4.5 million), Simpson-Waverly ($2 million), Naylor ($4 million), and the University of Hartford Magnet Schools ($3.4 million).

Asthma Call to Action: The Council passed a resolution authorizing the City Purchasing Agent to contract with the American Lung Association of Connecticut for up to $10,000 to provide oversight and management of Asthma Call to Action. Hartford's Asthma Call to Action Task Force addresses prevention and diagnosis among Hartford residents.

Educational Services to Reduce Drug Use: The Council referred to the Health and Human Services Committee a resolution authorizing the City Purchasing Agent to contract with Hartford Behavioral Health for educational services to reduce use of illegal substances by school-age children. The educational services will be supported with $34,515 from the State of Connecticut Drug Enforcement Program.

Dial-A-Ride Program: The Council referred to the Management and Budget Committee a resolution authorizing the Chief Operating Officer to apply for and accept $90,000 in Title III-B funding and to contract with the North Central Area Agency on Aging to operate the Dial-A-Ride Program from October 1, 2004 to September 30, 2005. The Program has provided transportation for the City's elderly and disabled residents to such critical services as nutrition sites and grocery shopping for the past twenty years.

Leadership Development Plan: The Council referred to the Management and Budget Committee a resolution authorizing the mayor to seek funds for and to continue implementation of the Leadership Development Plan for Department Heads. The City has undertaken a Strategic Business Plan in conjunction with the development of the 2004-2005 budget. The leadership program is intended to increase the capability of the municipal government to implement the strategic plan.
