Submission of Consolidated Plan to Receive CDBG and Other Funding
-- The Council referred to the Management and Budget Committee a resolution authorizing the Mayor to submit and implement the Year Two Annual Action Plan (FY2006-07) to the Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD).  The Plan must be submitted by May 15 in order to apply for and receive HUD entitlement funds under the Community Development Block Grants (CDBG), Home Investment Partnership Program (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs.  Altogether the City is slated to receive $7.6 million for the programs. 

A Public Hearing on the funding recommendations for these programs is scheduled for March 29, 2006, from 5:30 – 8:30 PM in the City Council Chambers.  A copy of the funding recommendations may be obtained by calling the Hartford Public Library, 695-6365. 

Funds for Hartford Redevelopment Agency (HRA) Project Areas – The Council referred to the Planning and Economic Development Committee a resolution authorizing the Mayor to allocate $350,000 in Community Development Block Grant (CDBG), Economic Development Loan Fund (EDLF) repayments to be used for property management and pre-development activities in HRA Project Areas.  The funds will be used for predevelopment activities (surveying, environmental assessments), snow and leaf removal from sidewalks, grass cutting, and debris removal.  The maintenance of these properties eliminates existing and potential blight.

Revaluation of Real Property – The Council referred to the Finance and Budget Committee a resolution calling on the Hartford delegation to the State General Assembly to advocate for and pass legislation in the current session that prevents the harmful shift of property taxes onto Hartford homeowners due to revaluation including supporting the 4% income cap, the postponement of revaluation until 2008, and other appropriate legislation.

Hartford/East Hartford Oral Health Collaborative -- The Council passed a resolution authorizing the Mayor to accept $140,000 from the Connecticut Health Foundation, Inc., to increase access to dental care and services among families who are eligible for HUSKY A benefits.  The funding will allow the City of Hartford Department of Health and Human Services to continue to operate the Hartford/East Hartford Oral Health Collaborative.

News Racks on City Streets – The Council postponed action on a proposed ordinance amending chapter 31 of the Hartford Municipal Code that regulates and controls news racks on City streets.  The ordinance is the result of concern over the proliferation of news racks in the City, especially within the central business district, causing unsightly conditions and contributing to litter.  The proposed ordinance establishes a permitting process and regulates where news racks can be placed. )

Civilian Police Review Board – The Council also postponed action on a proposed ordinance containing extensive amendments to Chapter 2, Section 2-196 of the Municipal Code concerning the make-up and functioning of the Civilian Police Review Board.
