The next Council meeting will be March 27. The next public hearing will be March 20.
Suspending the
Suspense Calendar -- On the recommendation of Deputy Mayor Sanchez, the
Council passed on consent a resolution which changes the Council Rules which
allowed items to be added to the Council’s agenda the day of the meeting. Previously, the Council could “suspend” its
rules and allow agenda items to be added which were not submitted by the normal
deadline for agenda items - noon on the Wednesday prior to the Council
meeting. Now only items which need
immediate attention for preservation of the public peace, resident safety, or
fiscal stability of the city will be allowed to be added to the agenda on the
day of the meeting.
Police Review Board
– The Council postponed action on an ordinance which will alter the Civilian
Police Review Board. If passed, the
ordinance would require, among other things, that the Review Board have one
resident appointed by the Human Relations Commission, that the Board reflect
the city’s neighborhood communities, and that the police representatives to the
Board shall have undergone diversity training. It is the duty of the Civilian Review Board to review
investigations of citizen complaints against the police.
Minority Businesses
and Adriaen’s Landing -- The Council referred to the Health and Human
Services Committee a resolution which would set minimum guidelines for hiring
minority-owned businesses on the Adriaen’s Landing project. The resolution would require at least 30%
of the contractors, jobs, and training related to Adriaen’s Landing go to
ethnic minorities. The resolution would
disqualify any prime contractor who bid on the project whose submission did not
reach the 30% guideline.
Parking Lot
Delinquents -- The Council passed a resolution directing the City Manager
to take the necessary steps to terminate operational arrangements with private
operators of city-owned parking facilities who are delinquent in their
obligations to the city. The resolution
points out that there are several parking operators who owe the city taxes,
rent, and lease fees.
Bolton and Eaton
Streets Redirected – The Council referred to the City Manager a resolution
to make Bolton and Eaton one-way streets. The resolution came with petitions with 77 signatures of residents
requesting the change. According to the
petitions, the present two-way traffic creates dangerous traffic congestion.
Vieques Bombing –
On the recommendation of Council member Horton Sheff, the Council passed a
resolution which calls on Hartford’s congressional representatives and U.S.
senators to advocate for the cessation of the bombing of the island of Vieques.
Open-Air Restaurant
at the Pump House – On the recommendation of Council member Caro, the
Council consented a resolution directing the City Manager to investigate the
possibility of allowing someone to operate an open-air restaurant out of the
Pump House Gallery in Bushnell Park. According to the resolution, someone has approached the city with a proposal
to open a restaurant on a seasonal basis.
