There are 39 items on the regular agenda. The Council meeting will begin at 8 P. M.
at Hartford City Hall in Council Chambers and will be televised live on
Hartford Public Access, Channel 21.
Elizabeth Park Alcohol Waiver -- The Council will
vote on a resolution allowing the Pond House in Elizabeth Park to serve alcohol
along with its food service. This
resolution has been reviewed by the Parks and Recreation Committee which
recommended passage. The Council
postponed action on this item at its last meeting. (Item #23)
HUD Entitlement Funds -- The Council will review
recommendations for dispersing over $8 million in Department of Housing and
Urban Development Funds. The funds
include Community Development Block Grants (CDBG), Emergency Shelter Grants
(ESG), Housing Opportunities for People with AIDS (HOPWA), and HOME Investment
Partnership (HOME).
HUD requires a 30 day comment period prior to the adoption
of the recommendations. The 30 days
will begin March 12 and end April 12. A
public hearing will be scheduled for April 16. (Item #2)
Funds for Senior Centers -- On the recommendation of
Council Members Louis Watkins and Alphonse Marotta, the Council will vote on a
resolution to allocate moneys from the Capital Improvement Fund to the North Hartford Senior Center and the
South Hartford Senior Center. Originally the resolution had stated that $890,000 was needed. A substitute resolution, which calls for
“sufficient” funds to be identified, is being recommended by the Operations,
Management, Budget, Education, and Labor Committee. The state Bonding Commission
has recently released $1,365,000 for the two centers, but, according to the
resolution, more funds are needed. (Item #12)
TFA and SAGA Changes -- On recommendation from
Council member Horton Sheff, the Council will vote on two resolutions urging
the Hartford delegation to the state Capital to vote against suggested changes
to the Temporary Family Assistance Program (TFA) and State-Administered General
Assistance (SAGA). Specifically the
resolutions request that Hartford’s representative to state government vote
against changes to these programs which would limit medical assistance to legal
immigrants and low-income families, cash assistance for legal immigrants, and
changes in the TFA program which would make it more difficult for low-income
families to receive cash assistance. (Items # 33 & 34)
