There were 52 items on the regular agenda: one additional
item was “walked in” during the meeting. The Council meeting began at 8 P. M.
at Hartford City Hall in Council Chambers. The Council was preceded by a public hearing which began at 7:30
P.M. Numerous residents addressed the
Council members on the proposed community center for the West End and several
more expressed concerns for public safety. The next Public Hearing will be Monday, March 18 at 8 P.M. in Hartford
City Hall.
Parking Lot Regulations -
The Council referred to Public Hearing April 22, two ordinances regulating
downtown parking lots. If passed, the
ordinances would provide penalties for failing to register a parking lot, raise
fees on lots from 1977 levels (e.g. for a lot of 16-30 cars from $15 to
$1,000), and discourage price gouging.
Training/Employment Task Force
– The Council passed a resolution to convene a task force to design a plan
for creating 1,000 job training and education slots for Hartford
residents. The task force will include
representatives from the Capital Region Workforce Development Board, the
Hartford Economic Development Commission, Hartford Foundation for Public
Giving, Hartford Public Schools, CCTC, Metro Hartford Economic Alliance, SEIU,
and representatives from community-based organizations. The training and
education slots will be targeted at unemployed and underemployed
residents. It will be charged with
creating the program within 90 days and include employment commitments by
employers for the program graduates. The Planning, Economic Development, and Zoning Committee recommended
passage of the resolution.
In-kind Support For Hartford
2000 - On the recommendation of Councilman Robert Painter, the Council
voted to continue to support Hartford 2000 (the coalition of Hartford’s
Neighborhood Revitalization Zones) and provide meeting space, photocopying
services, and mailing support.
Asthma Identification Funds
– The Council passed a resolution authorizing the City Manager to accept
$100,000 from the Connecticut Department of Public Health for the early
identification of asthma in children. The funds will be used for the Asthma Management Plan which seeks to
improve children’s asthma management and enhance communication between schools
and primary care providers.
