There were 52 items on the regular agenda, none were added
on the supplemental agenda. The next
Council meeting will be March 22. The next
Public Hearing will be March 15 at 8 P.M.
Horizon Roofing -- The Council withdrew a resolution that would have placed Horizon Roofing on
the city's noncompliance list of contractors and terminated the city’s present
contract with Horizon. The resolution
argued that Horizon is not complying with the portion of its contract which
requires it to hire 30% of its workforce from Hartford residents and that the
quality of its work is below standard. Deputy Mayor Sanchez, the resolution’s author, said during the meeting
that she would reintroduce the resolution at a later date. Horizon has contracted with the city to
perform roof renovations on several Hartford public schools.
Billboards -- The
Council passed a resolution authorizing City Manager Kee Borges to execute a
lease agreement with Martin Media for property at Hamilton and Wellington
Streets. The agreement allows Martin
Media to erect an outdoor sign on the property. Councilmen Park and Watkins voted against the measure;
Councilman Caro abstained; the remainder of the Council members voted
affirmatively.
No More Compensatory
Time for Department Heads -- On the recommendation of the Deputy Mayor, the
Council passed unanimously a resolution requiring a study of the possibility of
eliminating “compensatory time eligibility” for positions of Department Heads
and Assistant Department Heads. The
resolution pointed out that Department Heads and their Assistants are often
required to attend community and civic functions at various hours and that these
duties are assumed when the position is accepted.
UDAG Funds for the
Hartford Ballet -- The Council voted to give the School of the Hartford
Ballet $100,000 of Urban Development Action Grant (UDAG) repayment funds.
Parkville Transportation
Grant -- The Council consented a resolution authorizing the City Manager to
join with the Capital Region Council of Governments to apply for a grant from
the Federal Highway Administration. A
portion of the funds would be used in the Parkville neighborhood to create a
model for “traffic calming, pedestrian improvements, better access for trucks,”
and parking availability.
Delinquency
Prevention Plan -- The Council also
consented a resolution authorizing the City Manager to apply for funds to
convene a coalition of providers and residents to create a comprehensive
Delinquency Prevention Plan. The
coalition will include, among others, representatives from the Urban League of
Greater Hartford, Hispanic Health Council, library branches, the YWCA, and the
Department of Human Services. The
funds, $75,000, are being made available by the State Office of Policy and
Management.
Brownfield Cleanup
Revolving Loan Fund -- The Council passed a resolution authorizing City
Manager Kee Borges to apply for and accept $500,000 from the federal
Environmental Protection Agency for a Brownfield Cleanup Revolving Loan
Fund. Brownfields are abandoned
properties which may contain environmental contaminants from previous use.
Farmer’s Market
Checks for WIC Families -- The Council passed a resolution authorizing the
City Manager to enter into contracts with the Connecticut Department of
Agriculture to operate a Farmer’s Market Coupon Program with the Women, Infants
and Children Supplemental Food Program (WIC). Under the coupon program anyone eligible for WIC services will receive a
$10 Farmer’s Market Coupon. There is no
cost to the city.
