Hartford City Council Meeting

There were 20 items on the agenda: one additional item was walked in during the meeting.  The next Council meeting will be Monday, March 14, 2005 at 7 P.M.  It will be preceded by an open agenda public hearing that will begin at 6:30 P.M.

311 Call Center:  The Council postponed action on a resolution that would authorize Mayor Eddie Perez to execute an agreement with EMA, Inc., to provide services required for the implementation of a 311 call center and integrated work management system and to create a Technology Master Plan for the City of Hartford.  The cost would not exceed $2,200,000.  The goal of the 311 call center and the integrated work management system is to improve the quality of service delivery, increase efficiency in City government, hold departments accountable, and increase citizen access to government.  (see also Telecommunications Funding below)

Telecommunications Funding:  The Council referred to the Management and Budget Committee and to a public hearing on March 21st, an ordinance that would appropriate $1,000,000 from the Capital Projects Fund for the down payment of telecommunications equipment and software. The funds would be used for a new Tax Collection system, a City Hall communication system, radios for the Police and Fire Departments, and the initiation of a 311-phone line.  The total cost of the equipment will be $5,000,000.  The balance will be funded through a lease finance program. 

Support for Seniors:  The Council referred to the Housing and Human Services Committee a resolution authorizing the Mayor, through the Department of Health and Human Services, to apply for and accept Title IIIB funding in support of the City’s elderly service programs, and allowing the City to extend its current contracts for the HomeHelp program with Southend Community Services, and for the Dial-A-Ride program with the Greater Hartford Transit District.

Child Day Care Program:  The Council passed a resolution authorizing the Mayor to apply for up to $1,251,533 that has been set aside by the State Department of Social Services for operation of a Child Day Care Program for 2005.
