Monday, February 26, 2001

Prepared by: Citizens’ Research Education Network, Hartford Public Library, and Hartford 2000

There were 44 items on the regular agenda. The next Council meeting will be 8 P.M., Monday, March 12. The next public hearing will be 8 P.M., Monday, March 19.

Elizabeth Park Alcohol Waiver -- The Council postponed action on a resolution allowing the Pond House in Elizabeth Park to serve alcohol along with its food service. This resolution has been reviewed by the Parks and Recreation Committee which recommended passage.

Economic Development Commission Appointment -- On the recommendation of Deputy Mayor Sanchez and Council member Eugenio Caro, the Council passed a resolution naming Carmen Sierra to the Hartford Economic Development Commission. The resolution was amended so that Ms. Sierra was named only to the Economic Development Commission and not to the Redevelopment Commission. Ms. Sierra will replace Alexander Aponte who resigned.

Funds for Capewell -- The Council passed on consent a resolution which would provide additional funding to the development of the former Capewell manufacturing site. The developer, Hartford Capewell Housing Limited Partnership, is requesting $400,000 in HOME Program loan funds and $689,000 in Capital City Economic Development Authority loan funds. The renovation of the site will include the creation of 106 apartment units, a two-story parking garage, and commercial office space. This item has been reviewed by the Housing Committee, which is recommending passage.

Hartford Times Building -- The Council passed on consent a resolution authorizing City Manager Kee Borges to renegotiate the city’s lease of the Hartford Times Building and then enter a lease for space in Constitution Plaza. The city leases the Hartford Times building from the city’s Municipal Employees’ Retirement Fund (MERF) which also owns the space at Constitution Plaza. The move is planned to free up the space occupied by the Hartford Times Building for the Adriaen’s Landing Development Project. The resolution has been recommended for passage by the Operations, Management, Budget, Education, and Labor Committee.

Funds for Senior Centers -- The Council referred to the Operations, Management, Budget, Education, and Labor Committee a resolution to allocate $890,000 from the Capital Improvement Fund to the North Hartford Senior Center and the South Hartford Senior Center. The state Bonding Commission has recently released $1,365,000 for the two centers, but, according to the resolution, more funds are needed.
