There are 34 items on the regular
agenda. The Council meeting will begin at 8 P. M. at Hartford City
Hall in Council Chambers.
HUD
Entitlement Funds -- The Council will review recommendations for dispersing
almost $9 million in Department of Housing and Urban Development Funds. The funds include Community Development
Block Grants (CDBG), Emergency Shelter Grants (ESG), Housing Opportunities for
People with AIDS (HOPWA), and HOME Investment Partnership (HOME).
HUD requires a 30 day comment period prior to the adoption
of the recommendations. The 30 days
will begin February 25 and end March 25. A public hearing for the
recommendations will be scheduled for March 18.
The funds go to support a variety of programs around the
city: over 70 projects receive CDBG funds. The recommendations include, among other projects, funding for Real Art
Way ($63,500), Riverfront Recapture ($198,836), Hartford Economic Development
Corporation ($250,000), Hartford Areas Rally Together ($65,000), Rebuilding
Together with Christmas in April ($100,000). (Item #1)
Veeder Place Streetscape Improvements - On the
recommendation of City Manager Albert Ilg, the Council will vote on a
resolution authorizing the programming of $35,000 in Urban Development Action
Grant account funds be used for streetscape improvements around Veeder
Place. (Item #2)
Permit Penalties - The Council will refer to Public
Hearing March 18 an ordinance which would create a penalty fee for anyone who
begins a building project requiring a permit without first obtaining a
permit. Permits are required for a variety
of construction activities. The penalty
will be equal to and in addition to the cost of the permit and will be required
whether or not the permit is issued. (Item #14)
West End Community Center
- On the recommendation of Council Majority Leader Elizabeth Horton Sheff, the Council
will vote on a resolution which would designate $450,000 in Urban Development
Action Grant account funds be used to create a West End Community Center. The Community Center is part of the West End
Civic Association Neighborhood Revitalization plan. The West End Civic Association will provide oversight for the
center. (Item #26)
