There were 68 items on the regular agenda; there was no
supplemental agenda. The next Council
meeting will be February 28. The next
public hearing will be Tuesday, February 22.
(The public hearing will be Tuesday, rather than Monday because of the
President’s Day holiday.)
Adriaen’s Landing – On the recommendation of City Manager Kee Borges, the Council voted to send
to public hearing Tuesday, February 22 and to the Planning economic Development
and Zoning Committee, a resolution outlining the city’s potential contribution
to Adriaen’s Landing. The resolution, expanded
in a replacement item submitted after the original agenda, would authorize:
- The
donation of 6 parcels of land (96 and 102 Potter Street, 70 Commerce Street, 2A
Prospect Street, 41-65 Arch Street, and 69 Columbus Boulevard)
- An
$8 million loan to the project’s hotel through HUD’s section 108 loan program
- A
$2 million BEDI grant and $5 million loan through HUD’s Section 108 loan
program
- Delegation
of the city’s permitting and zoning authority to the state (to the extent
allowed by law)
- Consideration
of a reduction in the amount of real property taxes paid by the hotel if there
is a demonstrated need
- Consideration
of a reduction in the amount of real property taxes paid by the
retail/entertainment district if there is a demonstrated need
- Discontinuance
and donation of Mechanic, Potter, and Commerce Streets.
Adriaen’s Landing
Part II – On the recommendation of council member O’Connell, the Council
passed a resolution requiring the city to conduct a thorough “analysis of the
costs and benefits of the Adriaen’s project.”
Police Recommendations – The Council passed a resolution authorizing the implementation of the
City Manager’s recommendations coming out of the Buracker report. The City Manager recommended that the city
take action on 61 of the 65 recommendations effecting the police department’s
management, organizational structure, and automation. According to the resolution, implementation of the
recommendations will cost an initial $1.4 million and result in cost avoidance
which could be as much as $1 million a year.
Investigation of
Compost Fire – The Council received a communication from City Manager Kee
Borges with the Fire Investigation Report for the recent MDC Compost Treatment
Facility fire. The City Manager’s
communication also includes recommendations for requirements for any new
facility, should one be built. If a new
facility were to be built, the Manager is recommending that it be required to
have, among other things, a sprinkler system and a fire/smoke alarm system tied
to the Hartford Fire Department.
Regulating Body Art
Procedures – The Council passed an ordinance regulating body piercing and tattooing in the
city. The ordinance requires
appropriate licensing for anyone performing body arts procedure. Among other things, the ordinance prohibits
body arts procedures on persons under 18 without written parental consent and
any procedure on a person under the influence of drugs or alcohol
Funds for Hartford
Schools - The Council consented two ordinances which would appropriate
funds for environmental centers at Mary Hooker School and Maria Sanchez
School. The funds will come from the
state’s Open Space Grant Program at no cost to the city.
UDAG Funds for
Hispana Vision -- The Council passed a resolution awarding $22,000 from
UDAG repayment funds to Hispana Vision for acquisition of 86-88 Park
Street. According to the resolution,
Hispana Vision, a minority owned business also received $75,000 from Year 25
Community Development Block Grant Funds.
Police Review Board – On the recommendation of Council member Horton-Sheff, the Council sent to
public hearing, February 22 and to the Quality of Life and Public Safety
Committee, an ordinance which would alter the Civilian Police Review
Board. If passed, the ordinance would
require, among other things, that the review Board would have one resident
appointed by the Human Relations Commission, that the Board reflect the city’s
neighborhood communities, and that the police representatives to the Board
shall have undergone diversity training.
