Hartford City Council Meeting

Monday, February 14, 2000

There are 68 items on the regular agenda; more may be added on the supplemental agenda. The meeting will begin at 8 P.M. and will be televised on Hartford Public Access, Channel 21.

Adriaen’s Landing – On the recommendation of City Manager Kee Borges, the Council will vote to send to public hearing February 22, a resolution outlining the city’s contribution to Adriaen’s Landing.  The resolution would authorize

  • The donation of 3 parcels of land west of Columbus Boulevard
  • An $8 million loan to the project’s hotel through HUD’s section 108 loan program
  • Delegation of the city’s permitting and zoning authority to the state
  • Reduction in the amount of real property taxes paid by the hotel “in an amount to be negotiated” 
  • Discontinuance and donation of Mechanic, Potter, and Commerce Streets.  (Item # 5)

Adriaen’s Landing Part IIOn the recommendation of council member O’Connell, the Council will be voting on a resolution which will require the city to conduct a thorough “analysis of the costs and benefits of the Adriaen’s project.”   (Item # 66)

Investigation of Compost Fire – The Council will be receiving a communication from City Manager Kee Borges with the Fire Investigation Report for the recent MDC Compost Treatment Facility fire.   The City Manager’s communication also includes recommendations for requirements for any new facility, should one be built.  If a new facility were to be built, the Manager is recommending that it be required to have, among other things, a sprinkler system and a fire/smoke alarm system tied to the Hartford Fire Department.  (Item # 14)

Police RecommendationsThe Quality of Life and Public Safety Committee is recommending passage of a resolution authorizing the implementation of the City Manager’s recommendations coming out of the Buracker report.  The City Manager is recommending that the city take action on 61 of the 65 recommendations effecting the police department’s management, organizational structure, and automation.   According to the resolution, implementation of the recommendations will cost an initial $1.4 million and result in cost avoidance which could be as much as $1 million a year.  (Item # 24)

Regulating Body Art Procedures – The Council will be voting on an ordinance regulating  body piercing and tattooing in the city.  If passed, the ordinance will require appropriate licensing for anyone performing body arts procedure.  Among other things the ordinance would prohibit body arts procedures on persons under 18 without written parental consent and any procedure on a person under the influence of drugs or alcohol.  In addition, the ordinance outlines minimum safety standards for establishments which provide body piercing or tattooing.  This ordinance has been to public hearing and is on the action calendar.  (Item # 33)

Funds for Hartford Schools - The Council will vote on two ordinances which would appropriate funds for environmental centers at Mary Hooker School and Maria Sanchez School.  The funds will come from the state’s Open Space Grant Program at no cost to the city. These ordinances have been to public hearing and are on the action calendar.  (Items #31 & 32)
