Hartford City Council Meeting

There were 56 items on the original agenda.  One additional item was submitted during the meeting.  The next regular Council meeting will be held on Monday, February 26, 2007 at 7 P.M. in the Council Chambers in Hartford City Hall.  The next public hearing will be Tuesday, February 20, 2007.

Front Street – The Council passed a resolution authorizing the Mayor to enter into a tax assessment fixing agreement with HBN Front Street, LLC, the developer of the entertainment, retail and residential district in Adriaen’s Landing.  The Council amended the proposed resolution to include a clause that the developer make every effort to hire Hartford residents for permanent jobs and submit a plan for such hiring to the chairs of the Council’s Labor and Workforce and Planning and Economic Development Committees.  The Council previously referred this matter to its Planning and Economic Development Committee and the committee discussed the project at its January 4th meeting.  The Committee asked for additional documentation regarding the project and did not vote on a recommendation to the full Council, pending receipt of that additional information.  HBN has committed to construct 60,000 square feet of retail and entertainment space and 115 units of market rate apartments.  The proposed tax agreement is contingent upon completion of the development within two years of Council approval.  The assessed value would be fixed as follows:  years 1-3 – 0%, years 4-7 – 10%, years 8-11 – 20%, and years 12-15 – 30%.  (Item #7))

YMCA on Albany Avenue – The Council received a positive recommendation, from its Planning and Economic Development Committee, and passed a resolution approving the sale of 430-460 Albany Avenue to the YMCA of Greater Hartford for $1.00.  The YMCA intends to build a 40,000 square foot building on the site that will house social service, health, and recreational programs.  (Item #8)

Feasibility Study for New Civic Center and Arena – The Council passed a resolution authorizing the Mayor to hire a consultant to conduct a feasibility study to determine how a new civic center and arena could be constructed in the downtown area.  The matter had been considered by its Planning and Economic Development Committee, but the Committee did not make a recommendation to the Council pending receipt of additional information.  The Committee did prepare a substitute resolution correcting the name of the consultant to “HOK Sports Facilities Architects” and correcting the cost of the study.  The cost was previously stated as $100,000 but will actually be $142,500.  (Item #9)

Appointments to Boards and Commissions – The Council passed resolutions making appointments and reappointments to fourteen boards and commissions.  Action on some of the appointments was postponed at the Council’s last meeting and new appointments were submitted at this meeting.  (Items #19 – 32)

Kelvin D. Anderson Center – The Council referred, to two of its committees (Public Works, Parks and Environment & Finance & Revenue), two resolutions relating to the reconstruction of Kelvin D. Anderson (KDA) Recreation Center located at 2621 Main Street.  KDA has many problems, such as lack of handicapped access, undersized gym, failing mechanical systems, leaking swimming pool and failing windows and roof.  The Mayor convened a task force composed of City departments, Friends of KDA, and the Northeast NRZ which worked with an architectural firm to complete a review of the existing building and to propose alternative approaches.  The recommendation of the task force was to construct a new building containing a 25 meter pool, weight room, basketball court, 2000 foot community center, and a 2100 square foot branch library.  The cost is estimated at $17 million.  The new building will be built in two phases so that the recreation center can remain open during construction.  The first resolution endorses the reconstruction project and authorizes the City to enter into a contract with Dubose Associates for architectural design services.  The second resolution authorizes the reallocation of funds within the Capital Improvement Program in order to allocate $1.0 million (in addition to the $500,000 already available) for the design of the reconstruction.  (Items #3 and 4)

Parkville Business Association – The Council referred, to its Planning & Economic Development Committee, a resolution directing the Department of Economic Development to identify $35,000 to be granted to the Parkville Business Association to retain staff and pay for operating costs to help regenerate the Parkville area.  (Item #34)

Walk-In Agenda Item

Southend Senior Center – The Council accepted a positive report from its Health and Human Services Committee and then approved a resolution authorizing the Department of Health and Human Services to submit an application to the Connecticut Department of Social Services for a $682,500 grant for the renovation of the building at 830 Maple Avenue into a senior center for the south end of Hartford.  The center will replace two senior centers currently operating.  (Item #57)

NOTE from January 22, 2007 Meeting

Hartford Landfill:  The Council went into Executive Session to discuss a proposed agreement between the City of Hartford and the Connecticut Resources Recovery Authority (CRRA) regarding the closure of the Hartford Landfill.  Following the Executive Session, the Council authorized the Mayor to enter into the agreement with CRRA.  (Item #40, 1/22)
