Monday, February 26. The next public
hearing will be 8 P.M., Tuesday, February 20.
Residency Requirements for City Employees -- On the
recommendation of Deputy Mayor Frances Sanchez, the Council referred to the
Legislative Committee a resolution which would encourage state legislators to
change state laws which prohibit cities from requiring residency of their
employees. The resolution would
encourage state legislators to allow cities with populations of over 90,000 to require city employees to reside in
the cities by which they are employed.
Cities with over 90,000 residents could choose to require residency or
not. Requirements would only apply to
employees hired after passage of city ordinance.
Elizabeth Park Alcohol Waiver -- The Council
postponed action on a resolution allowing the Pond House in Elizabeth Park to
serve alcohol along with its food service.
This resolution had been reviewed by the Parks and Recreation Committee,
which recommended passage.
Buying Time -- On the recommendation of Council member
Elizabeth Horton Sheff, the Council passed
a resolution directing City Manager Kee Borges to study the fiscal
impact of allowing certain city and board of education employees to purchase
years of service related to prior part-time employment. The effected persons will be individuals who
have worked either part-time for the city or who have been employed by
non-profit organizations which were in contract with the city to provide
services to city residents. The Operations,
Management, Budget, Education, and Labor Committee had recommended some changes
be made to the resolution before passage.
Hartford Economic Development Commission Appointment -- The Council postponed action on a resolution naming Carmen Sierra to the
Hartford Economic Development Commission.
Ms. Sierra would replace Alexander Apointe who resigned to take the
position of city of Hartford’s Corporation Counsel.
Librarian of the Year -- The Council passed a
resolution congratulating Louise Blalock for being named “Librarian of the Year
2001” by Library Journal.
Grandview Terrace
Boulevard Historic District -- The Council consented an ordinance
establishing the “Grandview Terrace
Boulevard Historic District.” The
district encompasses the block of Grandview Terrace that runs from White Street
to Linnmoore Street. The houses on this
block were built between 1910 and 1925.
The Commission on the City Plan recommended passage.
