There are 51 items on the regular agenda. The Council meeting will begin at 8 P. M. at
Hartford City Hall in Council Chambers and will be televised live on Hartford
Public Access, Channel 21. The Council
will be meeting on Tuesday the 13th rather than Monday because of
Lincoln’s birthday.
Residency Requirements for City Employees -- On the
recommendation of Deputy Mayor Frances Sanchez, the Council will vote on a
resolution which would encourage state legislators to change state laws which
prohibit cities from requiring residency of their employees. The resolution would encourage state
legislators to allow cities with
populations of over 90,000 to require city employees to reside in the
cities by which they are employed.
Cities with over 90,000 residents could choose to require residency or
not. Requirements would only apply to
employees hired after passage of city ordinance. (Item # 40)
Elizabeth Park Alcohol Waiver -- The Council will
vote on a resolution allowing the Pond
House in Elizabeth Park to serve alcohol along with its food service. This resolution has been reviewed by the Parks
and Recreation Committee which is recommending passage. (Item #20)
Buying Time -- On the recommendation of Council
member Elizabeth Horton Sheff, the Council will vote on a resolution which
would direct City Manager Kee Borges to study the fiscal impact of allowing
certain city and board of education employees to purchase years of service
related to prior part-time employment.
The effected persons will be individuals who have worked either
part-time for the city or who have been employed by non-profit organizations
which were in contract with the city to provide services to city
residents. The Operations, Management,
Budget, Education, and Labor Committee is recommending that changes be made to
the resolution before passage. The
recommended changes were not outlined in the resolution. (Item
#19)
Economic Development Commission Appointment -- On the
recommendation of Deputy Mayor Sanchez and Council member Eugenio Caro, the
Council will vote on a resolution naming Carmen Sierra to the Hartford Economic
Development Commission. Ms. Sierra
would replace Alex Apointe who resigned.

Librarian of the Year -- The Council will vote on a
resolution congratulating Louise Blalock for being named “Librarian of the Year
2001” by Library Journal. (Item #33)
Grandview Terrace
Boulevard Historic District -- The Council will vote on an ordinance that
would establish the “Grandview Terrace Boulevard Historic District.” The district would encompass the block of
Grandview Terrace that runs from White Street to Linnmoore Street. The houses on this block were built between
1910 and 1925. The Commission on the
City Plan is recommending passage. This
ordinance has been to public hearing and is on the action calendar. (Items #28 & 17)
