There are 37 items on the regular agenda, though more may be
added on the supplemental agenda.
The Council meeting will begin at
8 P.M. and will be televised on Hartford Public Access, Channel 21.
Hiring Hartford -- On the recommendation of Deputy Mayor Sanchez, the Council will be voting on
a resolution endorsing hiring requirements for any construction jobs related
the “Six Pillars” of economic growth in Hartford. Among other things, the requirements include:
- 30%
minimum resident hiring by trade
- 25%
minimum minority hiring by trade
- 8%
minimum female hiring by trade
- contractors
must provide health and retirement benefits
- contractors
must provide certified apprenticeship training
The resolution also calls for the Capital City Economic
Development Authority (CCEDA) to include the chair of the city’s Health and
Human Services Committee on the task force coordinating employment planning. (Item #25)
Hartford Times
Building -- The Council will be
voting on a resolution which would require the city to take steps to ensure
that the Hartford Times Building not be sold for less than its book value. The resolution points out that the Hartford
Times Building is an important part of the city’s pension fund. The Hartford Times Building is located on
the site slated for the proposed stadium for the Patriots. (Item #27)
Hartford Parks Trust
Fund -- The Council will vote on an ordinance which would appropriate
$825,000 from the Parks Trust
Fund for the restoration of park ponds at Keney Park, Pope Park, Goodwin
Park, and Elizabeth Park. The funds
will be used for planning and to install filtering devices to improve water
quality. (Item #15)
Mental Health
Correctional Facility on Wethersfield -- On the recommendation of
Councilman Marotta, the Council will be considering a resolution expressing
disapproval of the state’s intention to “disregard local zoning laws and the
City of Hartford’s plans for a neighborhood by placing a mental health
correctional facility at 1000 Wethersfield Avenue.” According to the resolution the state is planning on placing a
mental health probation/detention facility at 1000 Wethersfield Avenue. (Item #26)
Car Insurance --
Councilman Watkins is recommending that the city hire an outside consultant to
advise the Council on possible legal steps to address inequities in automobile
insurance rates. The Insurance
Commissioner has rejected Attorney General Blumenthal’s recommendation to base
automobile insurance rates on mileage driven and accident rates, rather than
residency. (Item #36)
Hartford Parks Trust
Fund -- The Council will vote on an ordinance appropriating $189,000 from
the Hartford Parks Trust Fund to pay for assorted improvements to the South
Green/Bernard Park Rehabilitation Project.
This ordinance has already been to Public Hearing and is on the action
agenda. (Item #14)
Nuclear Weapons
Convention -- On the recommendation of Mayor Peters, the Council will be
voting on a resolution calling on governments of all nuclear weapon states to
begin negotiations aimed at prohibiting
and eliminating all nuclear weapons.
The resolution points our that cities are the primary targets of nuclear
weapons and that resources currently spent on nuclear weapons could be used for
rebuilding the infrastructure of cities like Hartford. (Item #24)
