Hartford City Council Meeting

Monday, January 26, 2004

Prepared by: Citizens’ Research Education Network, Hartford Public Library, and Hartford 2000

There were 31 items on the agenda. The next Council meeting will be Monday, February 9, 2004 at 7 P.M: it will be preceded by a public hearing that will begin at 6:30.

Funds for Façade Program and The Neighborhoods of Hartford : The Council referred to the Management and Budget Committee a resolution that would transfer funds from the Hartford Remodeler Program to the Façade Improvement Program and to The Neighborhoods of Hartford, Inc. The Hartford Remodeler Program helps Hartford owner-occupants to upgrade and renovate their homes. According to the resolution the funds are underutilized. If the resolution passes, the Remodeler program would be closed down and $425,000 of its funds would be transferred to the Façade Improvement Program and $101,342 to The Neighborhoods of Hartford. The Façade Program helps business owners renovate their storefronts: The Neighborhoods of Hartford administers the Mayor's Homeownership Initiatives in the Rising Star and Pride Blocks.

Funding for Census of the Homeless : The Council passed a resolution authorizing the programming of $10,000 in Community Development Block Grant (CDBG) funds from the Unspecified Local Option account for costs associated with the census of the homeless in Hartford. The census will be conducted in February 2004, by the City, the Community Renewal Team (CRT), and Hartford Hospital's Institute for Outcomes Research and Evaluation. Data from the census is an essential tool used by the City for planning and for applications for federal and other grants.

Hartford Police Department Public Information Officer : The Council passed a resolution authorizing the Mayor to enter into a contract with Nancy M. Mulroy to provide Public Information Services for the Hartford Police Department through June 2004. It is a priority of the Police Department to develop better connections with the public and media, and the Public Information Officer plays an essential role in this process.
