There are 57 items on the regular agenda, though more may be
added on the supplemental agenda. The meeting will begin at 8 P.M. and will be
televised on Hartford Public Access, Channel 21.
Bio-Medical Waste
– The Council will vote on two ordinances adding “bio-medical waste treatment
facility” to the Table of Permitted Uses.Passage of the ordinances would prohibit the disposal of bio-medical
wastes in the city and the creation of a bio-medical treatment facility.These ordinances have been to public hearing
and are on the agenda for action.
At a public hearing held before the last Council meeting
eleven residents and health advocates spoke in favor of the ordinances; three
individuals spoke against their passage. The Commission on the City Plan has
recommended passage of the ordinances arguing that the city’s image as a
“dumping ground” serves to discourage other businesses from locating in the
city. The Planning, Economic Development, and Zoning Committee is also
recommending the ordinances be passed.(Items # 8, 21 & 22)
Approval of NRZ Plans
– The Council will be voting on an ordinance which will approve the
Neighborhood Revitalization Zone (NRZ) Strategic Plans for Asylum Hill,
Parkville, and South Green. The ordinance also requires that each NRZ submit
reports to the city on implementation of their plan and that each adopt
by-laws.Communications from the
Commission on the City Plan and the Planning, Economic Development and
Zoning(PEDZ) Committee are
recommending that the Council postpone action until its March 27 meeting in
order to allow time for more review.According to the communication from the PEDZ Committee the chairs of the
affected NRZs support the postponement.(Items # 7, 11, and 17)
Wild Oats – On
the recommendation of Council member Horton Sheff, the Council will vote on a
resolution expressing its support for the efforts of the West End Civic
Association in its negotiations with Wild Oats over the future of the Cheese
and Stuff site.(Item #51)
Investigation Compost
Fire – Also on the recommendation of Council member Horton Sheff, the
Council will vote on a resolution directing the City Manager to create an ad hoc Board of Inquiry to investigate
the recent fire at the Metropolitan District Commission compost treatment
facility.(Item #52)
Community Development
Block Grant funds for HART Job Center – On the recommendation of Deputy
Mayor Sanchez, the Council will vote on a resolution reprogramming $30,000 from
the Program Year 25 Future Community Economic Development Project Pool to
Hartford Areas Rally Together (HART).HART will use the funds to expand its current Job Center with a community
computer lab.(Item # 39)
Reparations for
Slavery -- On the recommendation of Council member Horton Sheff, the
Council will be voting on a resolution supporting United States House Resolution
40 which would establish a Commission to Study the Reparation Proposals for
African-Americans.The Commission would
study the effects of slavery and discrimination throughout the United State’s
history and make recommendations for appropriate remedies.The resolution before the Council expresses
the Council’s support for the bill and encourages U.S. Congressman John Larson
to support the bill.(Item #50)
