There were 92 items on the
regular agenda. The next Council meeting will be 8 P.M., Monday,
January 28.The next public hearing
will be 8 P.M., Tuesday, January 22.
Charter Revision – The
Council passed a resolution creating a Charter Revision Commission.The resolution, submitted by Mayor Eddie
Perez and the majority council members, established a commission of 15 electors
with a budget of $35,000.The Council
also passed a resolution naming the members of the commission.
City Plan Implementation
Taskforce -- On the recommendation of Majority Leader Elizabeth Horton
Sheff and Council member Robert Painter, the Council passed a resolution
creating a City Plan Implementation Taskforce.The resolution points out that there are numerous plans and
studies for Hartford including downtown development, Neighborhood
Revitalization Plans, and the Greenberg Plan.The taskforce is charged with working with the creators of the plans to
prioritize elements within the plans, and assign timelines and responsibilities
for implementation.The resolution
names Council member Painter as the chair of the taskforce.
City Manager Search -- The
Council voted to engage The Maximus Company of Los Angelos to recruit and
interview candidates for Hartford City Manager.Robert Ilg is serving as interim City Manager for the city.
Parking Meter Management –
The Council passed a resolution directing City Manager Ilg to investigate the
cost and other issues associated with centralizing parking meter management
under the Hartford Parking Authority.Consolidation of parking meter maintenance is one of the proposals in
the “Proposal for a Comprehensively Managed Public Parking System for the City
of Hartford.”
West End Civic Association
Strategic Plan – The Council referred to Public Hearing January 22, 2002
and to the Planning Economic Development and Zoning Committee an ordinance
which would officially approve the Strategic Plan of the West End Civic
Association NRZ.
Boundary Between Blue Hills
and West End – The Council voted down a resolution which would have established
the North Branch of the Park River as the boundary between the Blue Hills and
West End neighborhoods.
Façade Program II - The Council postponed action on a resolution
which would create a new façade improvement program: Façade Program II. The
new program would be designed for property owners who want to invest private
funds in addition to funds from the city. Under the program, property
owners could be reimbursed up to 25% their total construction costs.
Action was also postponed on this item at the last Council meeting.
