Hartford City Council Meeting

Monday, January 12, 2004

Prepared by: Citizens’ Research Education Network, Hartford Public Library, and Hartford 2000

There are 16 items on the agenda. The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers and will be preceded by an open agenda public hearing that will begin at 6:30 PM. The next Council meeting will be Monday, January 26, 2004 at 7 P.M.

Funding for Transportation Projects – The Council will vote on a resolution to authorize the City's Chief Operating Officer to apply for Surface Transportation Urban Funds through the Capital Region Council of Governments (CRCOG). The City is eligible for up to $2.8 million. The Department of Public Works has determined that funding should be sought for three improvement projects: Route 44 (Albany Avenue between Homestead Avenue and Garden Street and between I-84 to Albany Avenue including the tunnel intersection); Farmington Avenue between Prospect Avenue and Sigourney Street; and Park Street between Sisson Avenue and Park Terrace. (Item #3)

Tax Relief for Elderly Homeowners – The Council will vote on an ordinance amending the City Code on tax relief for elderly homeowners. The amendment would set the 2003 income limits to qualify for the $500 maximum tax relief benefit at $34,100 for married and $29,700 for unmarried persons. The proposed 2003 limits represent $400 increases in each category from the 2002 limits to cover inflation. Last year, a total of over seven hundred and fifty qualified applicants received $343,313 in benefits (an average of about $456 per qualified applicant). This ordinance has been to public hearing and is on the agenda for action. (Item #9)

Previous Council Action – The Council met on January 5, 2004 for its organizational meeting. At that meeting the Council appointed Hernan LaFontaine as the Council President, John V. Bazzano as Majority Leader, rJo Winch as Assistant Majority Leader, and Robert L. Painter as Minority Leader.
