There are 60 items on the regular agenda, though more may be
added on the supplemental agenda. TheCouncil meeting will begin
at 8 P.M. and will be televised on Hartford Public Access, Channel 21.
The Council will be preceded by a Public Hearing on five
zoning ordinances.
Rats! -- The
Council will vote on two rodent-related resolutions.The first, introduced by Deputy Mayor Sanchez, would create an
interagency task force to work on the rodent infestation problem and research
how other cities deal with the rodent problem.The second resolution, introduced by Councilman Park would direct the
City Manager to study the extent of rodent problem and then implement an
“effective rodent abatement policy.”(Items # 55 and 59)
Hartford Youth Agency
Collaborative -- the Council will be voting on a resolution which would recognize
and show support for the Hartford Youth Agency Collaborative.The Collaborative, comprised ofMi Casa, Neighborhood Bridges, and SAND
Youth and Family Center, has worked with the city to develop quality standards
and plan for the creation of 25 youth and family development centers by the
year 2002.(Item #54)
Outdoor Advertising
-- The Council will receive a report from the Planning, Economic Development,
and Zoning Committee a resolution which will authorize City Manager Kee Borges
to execute a lease agreement with Martin Media for property at Hamilton and
Wellington Streets.The committee
recommends that the resolution not be passed at this time.The committee recommends that the City
Manager make available the terms of the lease agreement and the resolution and
lease terms then go back to Public Hearing and to committee for a more informed
review.The agreement would allow
Martin Media to erect an outdoor sign on the property.(Item #26)
Budget Short Fall
Report -- On the recommendation of
Councilman O’Connell, the Council will vote on a resolution directing the City
Manager to submit a written report to the Council detailing year to date
expenditures and revenues.The
resolution suggests that there is some confusion over whether or not there is a
budget short fall that needs to be understood.At its December 14 meeting, the Council imposed a hiring freeze on city
jobs in because of concern that there was a $1 million short fall in the first
quarter of the current budget.(Item

Hartford Parks Trust
Fund -- The Council will vote to send to Public Hearing January 19, an
ordinance appropriating $189,000 from the Hartford Parks Trust Fund to pay for
assorted improvements to the South Green/Bernard Park Rehabilitation Project.(Item #48)
Environmental
Learning Centers - The Council will vote to direct the city Manager to
enter into necessary grant requests from the State in order to create a natural
play area and learning center at the Mary Hooker School and the Maria Sanchez
School.The money will be used to
create an outdoor amphitheater, observation deck, construction of a vernal
pool.(Item #11)
Habitat for Humanity --
The Council will vote on three resolutions which will allow the sale of two
parcels on Huntington and one on South Whitney to Habitat for Humanity.Habitat will build single family homes on
the properties.The Commission on the
City Plan has recommended approval of all three sales.(Item #42)
