January 18, 2005.> The public
hearing will be Tuesday rather than Monday because of the Martin Luther
King, Jr. holiday.> The next
Council meeting will be Monday, January 24, 2005 at 7 P.M.>
Historic Preservation: The
Council withdrew two ordinances aimed at protecting historic properties.> If passed the ordinances would have created an Historic
Preservation Commission which would protect about 4,000 properties in Hartford.> The
ordinances would have covered properties on the National Register of Historic
Places, the State register of Historic Places, and historic districts.> The ordinances would have created restrictions
on demolitions and changes to the exterior of properties to prevent the corruption
of the historic integrity of the properties.>
Youth Violence Prevention: The Council passed a resolution allocating
up to $250,000 in general funds for Youth Violence Prevention. The City Health
and Human Services Department is charged with developing criteria for procuring
resources for the Youth Investment Fund, ensuring that the funds are awarded
to organizations that focus on youth violence, and measuring the outcomes of
the awards made. The resolution specifically mentions Communities that Care
and the Men of Color Community Building Initiative.
Funds for CPTV Digital
Equipment: The Council passed a resolution authorizing
the Mayor to re-program $25,000 in recaptured Community Development Block Grant
(CDBG) funds to Connecticut Public Television (CPTV) for the purchase of digital
equipment.> CPTV is mandated by
the federal government to convert its facilities to digital technology by 2006.> This transition will result in four times
as many channels being available to the Hartford community, including an educational
channel, a news and public affairs channel, a health
channel, and a sports channel.>
Hartford Healthy Start: The
Council referred to the Health and Human Services Committee a resolution authorizing
the City to apply for and receive funds for the Hartford Healthy Start: Eliminating
Disparities Grant in the amount of $750,000 for use over four years.> It is expected that approximately 1,150
women and their children and infants would be served resulting in improved
birth outcomes for participants in nine neighborhoods:> Northeast, Upper Albany, Clay Arsenal,
Blue Hills, Asylum Hill, Frog Hollow, Parkville, Sheldon Charter Oak, and South
Green.> The grant is made available
through the U.S. Department of Health and Human Services Maternal and Child
Health Bureau.
