There are 48 items on the agenda. The Council meeting will begin at 7 P.M.
at Hartford City Hall in Council Chambers. It
will be preceded by an open agenda public hearing that will begin at 6:30
P.M. The next Council meeting
will be Monday, January 24, 2005 at 7 P.M.
Historic Preservation: The Council will vote on two ordinances
aimed at protecting historic properties. If
passed the ordinances would create an Historic Preservation
Commission which would protect about 4,000 properties in Hartford. The
ordinances would cover properties on the National Register of Historic Places,
the State register of Historic Places, and historic districts. Restrictions
on demolitions and changes to the exterior of properties would be utilized
to prevent the corruption of the historic integrity of the properties. Any
proposed exterior changes would have to conform to the historic design manual
which will be provided by the Historic Preservation Commission. These ordinances
have been to public hearing and are on the agenda for action. (Items #31 and 32)
Youth Violence Prevention: The Council will vote on two resolutions
that would allocate funds for youth violence prevention. One calls for the creation of a Youth
Investment Fund (YIF) with up to $300,000 to be used to curb youth violence. This
resolution, sponsored by several Council members calls
for the funds to be allocated to organizations that can demonstrate that their
focused strategies will be applied to youth anti-violence strategies. The resolution calls for the YIF to be
established no later than January 30th and funds awarded no later
than February 28th. The
funds would be managed by the City’s Health and Human Services Department.

The second resolution, sponsored by Mayor Eddie Perez, calls for the allocation
of $250,000 from General Funds to be administered through the Youth Violence
Prevention Task Force. (Item #

Funds for CPTV Digital
Equipment: The Council will vote on a resolution
authorizing the Mayor to re-program $25,000 in recaptured Community Development
Block Grant (CDBG) funds to Connecticut Public Television (CPTV) for the purchase
of digital equipment. CPTV is
mandated by the federal government to convert its facilities to digital technology
by 2006. This transition will
result in four times as many channels being available to the Hartford community,
including an educational channel, a news and public
affairs channel, a health channel, and a sports channel. The Management and Budget Committee is recommending passage. (Item
#19)
Hartford Healthy Start: The
Council will vote on a resolution authorizing the City to apply for and receive
funds for the Hartford Healthy Start: Eliminating Disparities Grant in the
amount of $750,000 for use over four years. It
is expected that approximately 1,150 women and their children and infants would
be served resulting in improved birth outcomes for participants in nine neighborhoods: Northeast,
Upper Albany, Clay Arsenal, Blue Hills, Asylum Hill, Frog Hollow, Parkville,
Sheldon Charter Oak, and South Green. The
grant is made available through the U.S. Department of Health and Human Services
Maternal and Child Health Bureau.
