The Council meeting will begin at 7 P.M. at Hartford City Hall in Council Chambers. The meeting will be preceded, at 6:30 PM, by an open agenda public hearing. The next public hearing will be Monday, January 15, 2007.

Previously Submitted Items: The following item was previously on the Council Agenda and was included in the Council Preview/Review.

Construction Trades Hiring Practices – The Council previously postponed action on this communication from Councilman Kenneth Kennedy asking the Council to review a New Haven ordinance and consider creating a similar ordinance in Hartford that would use a municipality’s contracting activity to encourage/require improved hiring practices to increase the numbers of minorities and women in the construction trades. (Item #9)

New Agenda Items

YMCA on Albany Avenue – The Council will vote on a resolution approving the sale of 430-460 Albany Avenue to the YMCA of Greater Hartford for $1.00. The YMCA intends to build a 40,000 square foot building on the site that will house social service, health, and recreational programs. (Item #3)

Park Street Streetscape and Security Camera Project – The Council will vote on a resolution amending the “Memorandum of Understanding Regarding Merchant Coordination Services in Connection with the Spanish American Merchants Association (SAMA),” which was executed in 2004 as part of the Park Street Streetscape project. An additional $16,000 is needed to continue SAMA’s coordination services because the project has taken longer than expected. In a separate matter, an additional $47.480.17 is required to modify street light wiring for the security camera system being installed on Park Street, bringing total additional funding proposed in the resolution to $63,480.17. (Item #4)

Diesel Emissions: The Council will consider a resolution to encourage the City to enforce the ordinance which limits idling time of school buses and other vehicles with diesel engines and to require an annual tune-up of all City-owned vehicles. The resolution notes that an annual tune-up is the least expensive and most effective way to reduce diesel emissions. (Item #15)

Inclusion: The Council will consider a resolution authorizing the City to join the Partnership for Working Toward Inclusive Communities, a program of the National League of Cities. The resolution also reaffirms the City’s commitment to inclusion as a fundamental aspect of the Hartford community, pledges active efforts to build a more inclusive community, and urges citizens to support the effort. (Item #17)
