A report on the health of New England's 50 largest cities from the Lincoln Institute of Land Policy . Using data from 1980 to 2000, the paper groups cities into three categories: "comeback cities," which have enjoyed sustained growth and economic vitality; "failed comeback cities," whose growth was short-lived; and cities in decline. According to the report, some cities are rebounding with the help of a strong immigrant population.
